We have an exciting opportunity to contribute to the strategic planning and business management of the largest digital transformation within the Environment & Business directorate. The Regulatory Services Programme is responsible for delivering digital services that will revolutionize how the EA regulates.
You will lead within the Programme Management Office (PMO), providing valuable input into the financial and business management of the Programme. Your role will support risk mitigation, issue resolution, and removing barriers to ensure alignment with the business case and value for money.
We seek a candidate with a proven track record in managing complex financial information, collaborating across teams to drive value, and influencing ongoing investments.
Key tasks include:
* Understanding the financial and economic cases underpinning the Programme’s business case and spending review bids.
* Ensuring programme deliverables align with strategic objectives within the business case, owning change control processes.
* Supporting the Programme Manager to ensure changes to Time, Cost, and Quality are assured, working closely with delivery teams for affordability and value.
* Managing queries from senior stakeholders and delivering regular financial and programme reports across EA, Defra, and external suppliers.
* Supporting investment and funding activities alongside the Programme Manager and Director.
* Ensuring adherence to governance and assurance standards.
* Supporting business management through whole life cost allocations.
The team:
The Digital, Innovation and Programmes team oversees the Digital Strategy and its implementation, shaping digital service delivery to transform regulation processes.
You will collaborate with a multidisciplinary team, including Defra shared services and third-party suppliers, to develop user-centered online services and digital platforms that are efficient, simple, and fast.
Experience and skills required (beneficial but not essential):
* Experience working in a fast-paced, dynamic programme.
* Extensive digital skills (Microsoft Excel, SharePoint, PowerBI, etc.).
* Experience managing complex financial data.
* Understanding of financial, business planning, and budgeting processes, including charge funding, CDEL, and RDEL.
* Experience with purchase order processes.
* Experience with business cases, approvals, and assurance routes, including change control.
* Digital programme experience (helpful but not essential).
* Knowledge of governance around spend control and assurance processes.
* Proven ability to lead, engage stakeholders, and drive innovation and best practices.
