Programme Planning Consultant - Public Sector Transformation

Panoramic Associates is currently working with a public-sector client to appoint an experienced Programme Planning Consultant to lead structured programme planning for a major highways transformation programme and wider Local Government Reorganisation (LGR) agenda.
Responsibilities of the Role:
* Build and manage a full Microsoft Project master schedule.
* Develop structured, dependency-driven programme plans and identify critical paths.
* Lead transition sequencing and integration planning across multiple services.
* Translate service-level inputs into coherent, centralised programme plans.
* Map resources, risks, dependencies, and alternative delivery scenarios.
* Provide milestone-driven planning assurance to senior stakeholders.
To be successful in the role you will have:
* Expert-level MS Project capability.
* Proven experience developing structured, dependency-based programme plans.
* Background in complex programmes-public sector, infrastructure, or transformation preferred.
* Ability to bring structure and clarity to ambiguous situations and coach teams with varying programme maturity.
* Strong communication skills and experience working with senior stakeholders.
Next Steps
This is an initial 6-month contract with potential for extension. The role requires 2-3 days per week onsite, with the remainder remote.
