Role Purpose
We are seeking a highly organised individual to work in tandem with the electrical and civil design managers to lead the end-to-end programme delivery management of design across multi-disciplinary workstreams. Ensure design packages are planned, coordinated, reviewed, approved, and issued for approval or for construction on time, to scope, to budget, and to the required quality.
Reporting To: Technical Director - Major Projects
Key Responsibilities
* Design Programme & Governance: Build and maintain the Design MDR, chair weekly reviews, implement design governance and stage gates.
* Package Management & Coordination: Define and manage Design Work Packages, coordinate multi-disciplinary interfaces, ensure constructability and operability.
* Submissions & Approvals: Plan and manage submissions to DNOs, clients, and site; own transmittal process and workflows in ACC.
* Quality, Assurance & Compliance: Enforce compliance with standards, set up Design Verification & Validation plans, maintain quality records.
* Risk, Change & Dependencies: Maintain Design Risk Register, run change control, manage external dependencies.
* Information Management & CDE: Operate the Common Data Environment, ensure ISO document naming conventions are maintained and maintain document schedules.
* Stakeholder Management: Serve as single point of accountability for design delivery, build relationships with DNOs and clients.
* Commercial & Supplier Performance: Support procurement, track supplier performance, validate design effort/time forecasts.
Key Deliverables
* Approved Design MDR and Design Delivery Plan.
* Package deliverable lists with stage gates and acceptance criteria.
* Transmittals to DNOs, clients, and site with trackers.
* Design Review Minutes, action logs, and decision registers.
* Design Risk & Change Logs with impact assessments and approvals.
* Design Quality Records and IFC Packs with revision history.
* Close-out Documentation: as-built/as-installed redlines, O&M inputs.
Success Measures & KPIs
* On-Time Delivery: ≥ 95% of design milestones achieved to baseline.
* Right-First-Time: ≤ 5% rework rate on client/DNO submissions.
* Approval Lead Time: Average DNO/client approval cycle within target.
* Change Control Discipline: 100% changes assessed & approved before implementation.
* Quality Compliance: aim to achieve zero major non-conformances in audits.
* Information Control: 100% of IFC issued through CDE.
* Stakeholder Satisfaction: ≥ 4/5 satisfaction score for design coordination.
* Safety by Design: All design risk assessments completed.
Skills & Competencies
* Programme & Schedule Management (MS Project / Primavera).
* Technical Coordination and constructability reviews.
* Regulatory & Utilities knowledge (DNO processes, compliance).
* Governance & Assurance (stage-gate management, quality systems).
* Information Management (CDE tools, ISO 19650 principles).
* Commercial Acumen and supplier performance management.

Experience
* 7-10 years in design management or design programme delivery.
* Track record of DNO submissions and approvals.
* Experience issuing IFC deliverables and supporting site during construction & commissioning.
* Managing external design consultancies and supply-chain designers.
* Evidence of successful recovery planning on delayed work packages.
Qualifications & Certifications
* Degree or HND in Engineering or equivalent experience.
* Have demonstrable experience relating to project programming.
* Have a good level of commercial and contract awareness (NEC3/NEC4).
* H&S: CDM 2015 awareness; CSCS/ECS (desirable).
