We are recruiting for a Civil Service Marine Services Officer Class 2 (MSO 2). Marine Services Officers are predominately Maritime professionals drawn from a mixed range of commercial shipping organisations or the Armed Forces. Their function is to provide support to MOD and other government departments that require marine expertise. MSOs are a small, specialist uniformed branch of the Civil Service. This is a unique opportunity to bring your skills and experience to bear in helping to make our soldiers safer on the water, our operating practices more effective, influence the development of new craft in a constantly evolving technological arena and against a backdrop of a complex operating environment. The position will be based at Army Headquarters, Andover, with a satellite office at Marchwood, Southampton and of course UK and overseas travel as necessary to conduct assurance activity. Key responsibilities: As a Lead Auditor, you will deliver Second Party Assurance in the UK & overseas for Army vessel and craft operating procedures, and maintenance standards against relevant legislation and regulation to ensure the organisation is safe to operate and is operating safely. With the AMIAT team you will conduct annual Compliance & Operational Effectiveness Inspections on Army vessels and craft to provide assurance to the authority that they are operated safely and operationally effective. You will have a key role within the AMIAT team in facilitating the Through Life Support of Army craft and vessels, monitoring defect and repair status and working with authorities to record, track and quality assure the engineering support to our vessels, including liaison with commercial refit organisations. You will use your maritime engineering knowledge and experience to assist with the authoring and maintenance of Army Maritime policy & other related publications, forms, and documents, to ensure compliance with legislation & regulation. You will be actively monitoring industry trends, developments and innovations with commercial craft engineering procedures particularly in the workboat domain, whilst following developments in military sealift, ship-to-shore and wide wet gap crossing capabilities including upcoming Uncrewed Surface Vessel technologies. Army Maritime works closely with other MOD small craft operators, and you will be developing close working networks and relationships to help improve commonality of training and practices. Person specification Essential skills required: Your qualifications and experience will be rooted in either the STCW framework (Standards of Training, Certification and Watchkeeping), recognised Workboat certification through the MCA (Maritime and Coastguard Agency), or the military engineering colleges, with commercial endorsement where appropriate We will consider those from a career in the military, either RN/RM, RFA or Army with equivalent qualifications, and potentially commercial experience in the marine engineering field Applicants will need to meet MCA ENG 1 medical fitness standards Qualifications required: MCA Recognised STCW III/1 Chief Engineer Limited Certificate of Competency; or RN Engineering Command / Charge or Equivalent; or Foundation degree/HND or higher in Naval Architecture, Marine Engineering, Mechanical Engineering, or Marine Technology; or Army Royal Logistic Corps Class 1 Marine Engineer at minimum WO2 (Warrant officer 2) with extensive post qualification experience; or Royal Navy Marine Engineer at minimum WO2 with extensive post qualification experience. All qualifications/licences declared must be held at point of application and if applicable be in date.
