Job Duties
The Norfolk Health District is seeking a Grants Specialist. This position will be responsible for independently coordinating, monitoring compliance and managing grants for all programs. The incumbent will maintain active grants by determining periodic status of expenditures, fiscal trends and reporting requirements; analyzing budget spending rates and forecast year-end expenditures; fulfilling financial reporting requirements and providing technical assistance to managers, staff, and contractors involved in the grant budget and implementation process. They will also ensure accurate tracking and effective use of grant funds, supporting the organization’s mission and compliance with funding requirements.

Minimum Qualifications
• Considerable knowledge of federal, state, and private sector grants and contracts management laws, rules, regulations and guidelines of generally accepted accounting principles and practices.
• Knowledge of budgeting policies, procedures and practices; contract law, auditing standards, computer programs (including Microsoft Word, Excel and Access).
• Experience with databases and automated financial systems.
• Demonstrated analytical skills, proficiency in problem solving, organizing, and coordinating.
• Demonstrated ability to read and interpret grants; to prepare budgets and monitor fiscal transactions, provide technical assistance on complex issues; compile financial information and projections.
• Excellent oral and written communication skills.
• Ability to organize and prioritize work.
Additional Considerations
• Proficiency in excel and grants training.
• Demonstrated proficiency in government financial systems, GAAP, grants compliance, and financial reporting.
• Associate’s Business degree or equivalent experience.
