About Us at Reclaim Fund Ltd (RFL)
Reclaim Fund Ltd (RFL) is the UK’s sole operator of the Dormant Assets Scheme, an important initiative enabling financial institutions to voluntarily channel dormant assets for public good. Since our launch in 2011, over 50 banks, building societies, and financial institutions have transferred more than £2 billion from dormant assets to the Scheme to date, enabling RFL to unlock over £1 billion of it for transformative social and environmental causes across the UK.
RFL underwent a transformative shift in 2021, moving from the private to public sector, becoming an Arm’s Length Body (ALB) of HM Treasury. With 2022 legislation significantly expanding the Dormant Assets Scheme to additional new industry sectors, RFL has embarked on a period of significant expansion, innovation and influence.
As our operational complexity increases, so too does the strategic importance of embedding robust systems, people infrastructure, and processes that scale with our ambition. We are therefore seeking a Chief Operating Officer (COO) to lead RFL’s operations with strategic passion, allowing for further meaningful contributions to society and cementing our position as an ALB of HM Treasury.
Your Opportunity as our Chief Operating Officer
As RFL continues to grow in scope and influence, our COO will be responsible for the day-to-day running of the business and will lead as the Executive presence at our Crewe office. This role requires being regularly on-site to lead, engage with teams, and shape the operational infrastructure that underpins our long-term success. This includes direct responsibility for integral operational functions including Account Management, HR, IT and Change. You will bring clarity, control and strategic foresight to operations, ensuring RFL is equipped to deliver consistently, compliantly, and efficiently as we scale.
This role is a unique opportunity to influence how a purpose-led public body operates. You will need to balance innovation, service, and people, whilst navigating an evolving regulatory and multi-sector landscape.
Your Responsibilities as our Chief Operating Officer
Operational Leadership and Delivery
* Oversee and continuously improve all aspects of operational delivery across RFL, ensuring services are efficient, compliant and high performing.
* Lead and inspire high performing IT, HR, Change, and Account Management functions, fostering a culture of service excellence, transparency, and continuous improvement.
* Ensure operational infrastructure and systems are fit for purpose and aligned with strategic goals, including digital and data-driven transformation.
* Establish clear performance measures for operational activities and report regularly to the CEO and Board.
Strategic Planning & Execution
* Translate strategy into operational delivery plans, KPIs and reporting mechanisms that allow for proactive performance management.
* Partner with the HR Business Partner, CEO and Executive Committee colleagues to align organisational priorities, ensuring operational capability supports long-term strategic objectives.
Cross-Functional Integration
* Drive integration between the onboarding of new Scheme participants and ongoing account management, ensuring Participants receive high-quality, consistent service.
* Foster strong collaboration with internal teams, including Development, Finance and Risk to ensure a seamless participant journey from engagement to onboarding.
* Managing the Change function, ensuring seamless alignment and collaboration across departments to drive strategic initiatives and organisational effectiveness.
People and Culture Oversight
* Provide strategic leadership on people and culture, working closely with RFL’s HR Business Partner to support recruitment, retention, wellbeing, culture and organisational development.
* Promote a high-performing, inclusive and value-driven workplace culture that empowers staff and attracts top talent.
Technology and Systems Oversight
* Direct the continued development of RFL’s IT and data infrastructure, including oversight of key systems, cyber security, and digital transformation efforts.
Account Management Oversight
* Direct the continued development of RFL’s Account Management function, including oversight of key systems and processes.
What We’re Looking For
Essential Experience and Capabilities
* Proven experience in an Executive Level operational role, within or connected to financial services.
* Extensive experience in overseeing core business functions e.g. HR, IT, Change, and Account Management.
* Demonstrated ability to lead high-performing teams and drive organisational change in complex or evolving regulated environments.
* Exceptional organisational, planning, and problem-solving skills with a keen focus on performance, quality and efficiency.
* A strategic mindset, combined with a hands-on approach and a willingness to roll up sleeves when needed.
* The ability to be an active presence in our Crewe office (minimum of 2 days per week), supporting strong cross-team collaboration, stakeholder engagement, and visible leadership across the organisation.
* Experience working in or alongside public sector bodies, or Arm’s Length Bodies.
* Familiarity with Dormant Assets or Asset transfer mechanisms.
* Knowledge of the broader financial sector.

* Candidates must be eligible to work in the UK
* This role may involve occasional UK travel
