Job Summary

Reporting to the Divisional Director of Operations the post holder will be an integral member of the Directorate Senior Leadership Team and will be fully accountable for the delivery of Directorates operational and financial performance. They will take a lead role in both shaping and delivering the Directorate strategy in conjunction with the Trust's overall strategies and objectives to deliver SAFE, PERSONAL and EFFECTIVE CARE.


Responsibilities

* Function as a senior leader within the Directorate leadership team, proactively leading and providing solutions to resolve complex operational issues in accordance with agreed Divisional objectives, targets, quality standards and resource constraints.
* Drive the performance of teams, manage complex issues, and ensure policy implementation and performance management within the Directorate.
* Implement a patient‑centred clinical strategy and operational plans, ensuring compliance with legislation, governance requirements and coordination with external bodies such as commissioners.
* Define strategic direction and policy setting for the Division, acting as essential communication link between the divisions and relevant external organisations.
* Represent the Directorate model and provide a highly visible, accessible and authoritative presence to support the Trust’s overall objectives and service priorities.
* Be fully accountable for Directorate budgets, monitor income and control pay spend (including bank/locum and agency staff costs) and non‑pay spend, ensuring achievement of WRP targets.
* Line manage the Performance Manager, Deputy Directorate Manager(s) and other direct reports.
* Undertake project work across the Division or corporately and, when required, move to/ support another Directorate with agreement from the Clinical Director.


Qualifications (Essential)

* GCSE Level 4 or above in English or equivalent.
* GCSE Level 4 or above in Maths or equivalent.
* Degree in a relevant healthcare or management subject or equivalent experience.


Desirable Qualifications

* Management/leadership qualification.
* Master’s level education.


Experience (Essential)

* Substantial experience managing performance targets.
* Experience in day‑to‑day operational management.
* Leading change in a complex environment.
* Extensive budget management experience.
* Business planning and development of business cases.
* Extensive staff management experience.
* Achievement of complex performance and financial targets.
* Experience working within multi‑disciplinary teams, including clinicians.
* Capacity and demand planning leadership.


Desirable Experience

* Involvement in NHS service development and reconfiguration.


Knowledge (Essential)

* Comprehensive knowledge of the performance agenda, including challenges, initiatives, outcomes and targets.
* Understanding of computerised financial, management, budgetary and workforce information systems.
* Understanding of governance arrangements and standards in the NHS and wider health and social care economy.
* Evidence of structured and professional career development.
* Understanding and appreciation of inclusion and diversity.
* Demonstrable understanding of NHS policy and NHS Constitution.


Skills and Aptitudes (Essential)

* Ability to lead and motivate a large team of staff, including senior clinicians.
* High level of communication skills, including mediation, negotiation, consultation, facilitation, presentation, training and coaching.
* Ability to prioritise work against competing timescales and targets.
* Ability to influence others positively and assertively to achieve results.
* Analytical skills to prepare responses to issues, weigh risks and form judgements often within tight timescales.


Desirable Skills

* Advanced IT skills.
