Job Responsibilities
* Lead and manage children in need, child protection, or children in care social care services to ensure consistent compliance with legislation, regulation, policy, and good practice.
* Ensure all case work practice meets required standards and authorize all case work decisions with regard to child protection and care planning practice standards and regulations.
* Ensure that all teams have clear plans, with aims and objectives that are regularly monitored and reviewed with the relevant Senior Manager.
* Ensure that all staff receive regular supervision, appraisal, and have individual objectives linked to their learning objectives, team purpose, and relevant performance targets.
* Along with the Senior Practitioner, promote a culture of learning that promotes best practice, continuous improvement, and the achievement of the highest professional standards at all times.
* Recruit, deploy, manage, and develop social workers and other professionals in accordance with relevant Council or partner policies to secure the highest standards of practice and service delivery.
* Manage delegated budgets as agreed with the Senior Manager to achieve efficiency and value for money.
* Provide regular and reliable performance reports to the Senior Manager using relevant information systems, case work audits, customer feedback including the outcomes of complaints. Ensure accurate data is available for statutory returns and for inspections by external regulators.
* Identify and manage risk for service users and staff through the application of risk assessment tools and lone working policies.
* Respond to formal and informal complaints made by or on behalf of service users by application of the Council complaints of procedures to ensure speedy resolution and the application of appropriate learning.
Person Specifications
* Recognised professional qualification in social work - Essential.
* Public services management qualification - Desirable.
* Supervision and staff management - Essential.
* Work with families with complex needs e.g. child protection, mental ill-health, drug and alcohol use - Essential.
* Work with Looked after children including those leaving care - Essential.
* Quality assurance and practice development - Essential.
* Management of range of professional disciplines - Desirable.
* Contributing to audit and service evaluation - Desirable.
* Project management - Desirable.
* Effective collaborative multi-agency working including planning joint service developments - Desirable.
* Knowledge of all regulations that relate to the provision of social care services - Essential.
* Knowledge of current political and legislative framework for work with children and families - Essential.
* Knowledge of the Integrated Children System and the Common Assessment Framework and how it should be used to identify need and enable children, young people and their families to access the right help at the right time from the right people - Essential.
* Knowledge of Safeguarding procedures and practices - Essential.
* Knowledge of interagency systems and responsibilities - Essential.
* Commitment to anti-oppressive practice - Essential.
* Knowledge of current research and national policy initiatives in relation to child protection, family support and children in care services - Desirable.
* Ability to manage performance and service improvement on an individual and team level - Essential.
* Proven ability to work collaboratively with other professionals - Essential.
* Ability to provide consultation to other agencies and professionals - Essential.
* Ability to communicate complex information to a wide variety of audiences - Essential.
