We’re looking for an Aircraft Procurement Officer to join our newly created team at Boscombe Down to deliver an exciting engineering programme that will see our Flight Test Aircraft contribute to the development of the UK’s Future Combat Air System (FCAS). Since 2019 we have been working on our Excalibur project; a flight test aircraft created as a flying laboratory for combat air technology. It is part of the UK’s Future Combat Air System (FCAS), which will include the core fighter being developed under the Global Combat Air Programme (GCAP), as well as a broader range of capabilities such as uncrewed aircraft, information systems and weapon systems. As we enter the next phase of this project, we are seeking exceptional people to join our team to support the engineering programme at Boscombe Down in Wiltshire. About the role: We are seeking a Procurement Officer to support base maintenance at MoD Boscombe Down, this will be done remotely via Lasham Airfield where the role will be permanently based. The Procurement Officer is responsible for sourcing and acquiring aviation-related goods, services, and equipment while ensuring full compliance with Civil Aviation Authority (CAA) regulations, international aviation safety standards, and internal company policies. Scope of work: Vendor Management Identify and engage qualified suppliers of aviation parts, equipment, services, and consumables, ensuring they meet all CAA certifications and regulatory requirements. Contract Negotiation and Management Lead negotiations with suppliers, focusing on favourable pricing, delivery schedules, quality assurance, and compliance with CAA safety standards. Procurement Process Management Oversee the entire procurement process at BCE, from requisition to delivery, ensuring timely fulfilment and compliance with CAA regulations, including airworthiness certification for parts and equipment. Regulatory Compliance. Ensure all procurement activities comply with CAA aviation regulations and internal safety standards, including airworthiness certifications for aviation components. Inventory Management Mnitor and manage inventory at BCE in coordination with Stores to ensure availability of consumables, expendables, and non-flyaway parts. Mnitor inventory levels to prevent shortages, delays, or overstocking. Assist in inventry forecasting and generating purchase orders based on usage trends and project requirements. Mnitor Shelf Life and Calibration/Inspection dates for parts, tooling and GSE. Safety Assurance Ensure all procured goods and services meet the highest safety standards in line with CAA regulations, including correct documentation (e.g., Form 1s, Certificates of Conformity). Rotable components Monitor and manage components by either sending for repair or sourcing exchange units. Process U/S exchange cores in a timely manner and chase suppliers for final invoice. Responsibilities Coordinate with planning, engineering, and maintenance teams at BCE to identify required parts and services aligned with maintenance schedules and operational needs. Proactively manage risks related to supply chain disruptions, regulatory non-compliance, and quality control issues, implementing contingency plans where necessary. Ensure timely procurement of all required aviation components, maintenance materials, and support services. Provide regular updates on procurement status, estimated times of arrival (ETAs), and tracking of parts in transit. Ensure compliance with all applicable CAA regulations, including correct documentation for all aviation parts (e.g., Form 1s, certificates of conformity, maintenance records). Manage and control all logistical movements in and out of BCE, using approved couriers, and liaising between third parties and QinetiQ. About you: Must be computer literate and have a working knowledge of Microsoft Office. Ideally you should have experience in purchasing of Aircraft parts and consumables in compliance with UK CAA Part 145 regulations, Ground Support Equipment (GSE) and tooling, and Infrastructure or facility requirements. You should have familiarity with Approved Supplier Lists and supplier audit/compliance processes. An understanding of MRP / ERP systems (e.g., Quantum, Rusada ENVISION, AMOS, OASES, or SAP) would be beneficial. Knowledge of incoterms, lead-time planning, and logistics in an aviation context. Experience with repair management, Rotable parts, and exchange transactions advantageous. CIPS (Chartered Institute of Procurement & Supply) qualification (Level 3–5) is preferred but not essential if previous working experience is sufficient. You will also need to be eligible to hold a UK Security Clearance which is a requirement of this role.
