Job Title: Merseyside Children Safeguarding Board Manager Authority: St Helens MBC Contract details: £550 a day, one day a week or 4 days a month as required. Experienced Children Safeguarding Board Manager To support, provide advice and strategic direction to the Multi agency regional board, meeting twice a year, and work alongside the relevant partners, local authorities and current board managers to ensure the effective safeguarding of children and young people across the region. Purpose To support, co-ordinate and facilitate the effective delivery and work of the Merseyside Safeguarding Children Partnership Board (MSCP) and the Merseyside Pan MASA Board. Responsibilities To convene and support 2 x Merseyside Safeguarding Children Partnership Board (MSCPB) meetings per annum. To convene and support 4 x Pan-Merseyside Multi Agency Safeguarding Arrangements Board (PMASA) meetings per annum. To manage the MSCPB and PMASA agendas, meeting schedule and minute taking. To publish the MSCPB Governance arrangements and keep them up to date. To produce and publish a yearly MSCPB report. To lead on the development of MSCPB and PMASA policies, procedures and processes and ensure these are regularly reviewed and updated. To ensure that the MSCPB and PMASA operates within the parameters of the national and statutory guidance for Multi Agency Safeguarding Arrangements. To ensure that all initiatives and targets imposed nationally, regionally, and locally are incorporated into Board business. To provide support to the chair of the MSCPB and PMASA To lead and represent the MSCPB and PMASA with the promotion of its work amongst the 5 Local Authorities, Police Force and C&M ICB. To effectively manage the MSCPB and PMASA day to day business on behalf of the 3 Key Partners and act as a central point of contact for all board issues. To connect with the 5 x Safeguarding Children Partnership Board Managers across Knowsley, St Helens, Sefton, Wirral and Liverpool to the MSCPB and PMASA to ensure robust and effective Merseyside sub regional governance arrangements. To foster collaboration among statutory safeguarding partners across Merseyside To support the work to strengthen multi-agency working across the whole system of help, support and protection for children and their families, as part of a single system across Merseyside.To ensure and facilitate effective information-sharing arrangements between the three statutory partners and the 5 Local Children’s Safeguarding Partnership Boards across Merseyside. To work in collaboration with all partner agencies to ensure there is a shared understanding and plan of how to change and strengthen safeguarding practice across Merseyside. To liaise and effectively communicate with the 5 x local Boards and the 3 Statutory Partners to ensure effective reporting of the key safeguarding issues within the Merseyside sub- region. Be a source of expertise and provide professional advice in relation to emerging national initiatives, policy, practice guidance and any sensitive matters relating to the sub-regional arrangements. To ensure appropriate reporting of the key Merseyside based issues from the National Panel, Ofsted and the Department for Education To ensure appropriate reporting of key learning from relevant Merseyside based Rapid Reviews & Local Child Safeguarding Practice Reviews (LCSPRs). To lead and assist the 3 key partners and members of the MSCPB and PMASA in maintaining and developing effective strategic relationships to support agencies to work together to safeguard children and young people and ensure that services positively impact on children’s lives.
