Service Manager: Commercial Development
Rate: £700–£850 per day (dependant on experience – Inside IR35)
Location: Hybrid – on-site attendance as required (e.g., site meetings, evaluations)
Duration: 6 months
We are working with a local authority who are transforming the way they deliver services and manage their commercial assets — and they are looking for an exceptional Service Manager – Commercial Development to help lead that change.
In this high-impact role, you will play a key part in delivering the Council’s Commercial Strategy, generating increased income from our property portfolio, and shaping new commercial opportunities that maximise value for the residents and the organisation.
You will lead the commercial estate function, including acquisitions, disposals, investment management and rationalisation — ensuring return on investment, modernisation of the asset base and smart commercial thinking at the heart of decision making.
You will also oversee external agents and Estates Officers, ensuring excellent operational performance while driving forward strategic commercial growth.
Key Responsibilities
* Lead the Council’s commercialism programme and drive income-generation initiatives
* Provide expert advice to senior leaders and Cabinet on commercial investment, risk and performance
* Develop compelling business cases and financial appraisals for new investments and service changes
* Conduct systematic review and rationalisation of the commercial estate
* Negotiate terms for leases, licences and commercial partnerships in collaboration with legal and service teams
* Support major regeneration and town centre redevelopment projects
Requirements
They are seeking a commercially-minded leader who’s confident operating in a political environment and able to achieve strong financial outcomes from complex property portfolios. You’ll bring:
* Significant expertise in commercial property investment, acquisitions & disposals
* Strong understanding of landlord & tenant legislation
* A track record of increasing income and yields from commercial assets
* Professional credibility as a Member of the Royal Institution of Chartered Surveyors (MRICS)
