Job Overview
The City of Liverpool College seeks a Procurement and Transactions Officer to develop, promote and implement procurement procedures and processes, supporting the College Group’s strategic objectives and statutory responsibilities to funding bodies and other government agencies.
Key Responsibilities
* Deputise for and support the Procurement & Transactions Manager in all aspects of their role.
* Assist in the development and implementation of the College’s Procurement Strategy.
* Maintain the College’s Contract Register.
* Promote the procurement function to internal and external customers.
* Liaise with suppliers to create Service Level Agreements and contracts.
* Prepare ITT/ITQ documentation and administer tender/quote processes.
* Promote compliance with relevant legislation and financial regulations.
* Maintain an effective supplier database.
* Analyse price trends within markets.
* Administer the procurement system, eBIS.
* Line‑manage the Procurement Assistant.
* Lead and manage the wider Procurement & Transactions Team when deputising for the Manager.
* Conduct efficient, compliant procurements to meet financial regulations and UK procurement legislation.
* Negotiate with suppliers to achieve best sustainable outcomes.
* Develop Service Level Agreements (SLAs) and monitor KPI delivery.
* Represent the College externally: attend CPC Regional Procurement Advisory Group meetings, act as Liaison Officer for the CPC.
* Provide advice and guidance on procurement to internal customers.
* Implement effective contract management processes.
* Provide timely and accurate management information for performance monitoring.
* Build supplier, category, and market understanding through research and stakeholder consultation.
* Maintain system controls within eBIS.
* Deliver relevant training to internal customers (e.g., eBIS).
* Maintain register of contracts/agreements and perform standing data entry.
* Process and edit purchase orders.
* Reconcile statements (e.g., Rail, visa).

* Ensure compliance with Group Financial Regulations and UK procurement legislation.
* Coordinate with internal customers to meet needs for core agreements.
* Negotiate sustainable outcomes with suppliers.
* Develop and monitor Service Level Agreements (SLAs) and KPIs.
* Represent the College externally at CPC Regional Procurement Advisory Group meetings and as Liaison Officer.
* Provide procurement advice and guidance to internal customers.
* Implement effective contract management processes.
* Deliver accurate management information on procurement processes.
* Build supplier, category, and market understanding through performance management, research, and stakeholder consultation.
* Maintain procurement controls in eBIS.
* Deliver relevant training to customers (e.g., eBIS).
* Maintain register of contracts/agreements.
* Perform standing data entry.
* Process and edit purchase orders.
* Reconcile statements (e.g., Rail, visa).
Key Objectives
* Plan and engage with budget holders to understand contract specifications and develop supplier profiles that optimise market engagement.
* Ensure that all contract and framework developments reflect the objectives of the Procurement Strategy.
Key Performance Indicators
* Number of tenders/quotations issued.
* Efficiencies derived from new contract implementation.
* Orders processed within one working day of receipt.

Skill, Knowledge & Expertise (Essential Criteria)
* Specialist experience in electronic tendering packages.
* Experience using financial accounting software including purchase order processing.
* Knowledge of procurement legislation.
* Proven experience in procurement positions, preferably in education.
* Detailed understanding of tendering procedures.
* Excellent computer literacy – ability to use the College Group’s IT programs.
* Good financial acumen.

Desirable Criteria
* NVQ III or equivalent qualification in procurement.
* Understanding of Accounts Payable and Accounts Receivable processes.
