We’re looking for a Procurement Manager for our public sector rail client based in Milton Keynes on an initial 6 month contract paying up to £646 per day Inside IR35.
This role allows hybrid working with an expectation to attend the office 3 days per week.
The successful Sourcing Manager will be responsible for leading complex, high value sourcing activities and delivering commercial value across major procurement programmes. You will work closely with senior stakeholders, category teams and suppliers to manage sourcing from business requirement through to contract award and transition to supplier management.
You will need proven experience working with the following:
* Managing end-to-end sourcing processes for high value or high risk procurements
* Delivering savings and commercial value across complex spend categories
* Implementing category strategies and managing sourcing pipelines
* Working within regulated procurement environments such as OJEU or equivalent public sector frameworks
* Negotiation of contracts, savings and commercial terms with senior stakeholders
* Developing business cases and sourcing strategies to address complex operational challenges
* Managing governance, risk and assurance requirements within structured procurement frameworks
* Stakeholder engagement across large, complex or devolved organisations
* Continuous improvement, demand planning and supplier transition activities
* Market analysis, commercial modelling and total cost of ownership approaches
Essential experience and qualifications:
* Educated to degree level in Business, Economics or equivalent experience
* Strong track record in strategic sourcing and savings delivery
* Excellent negotiation and dispute resolution skills
* Good understanding of contract law and financial management
* Experience driving value from complex sourcing opportunities
* Experience working in agile, cross-functional environments
* Ability to influence at senior or executive level
* Strong analytical and problem solving capability
* Completer-finisher mindset with strong attention to delivery
* CIPS or working towards preferred
* Familiarity with PA2023 or similar procurement regulations desirable
