Role Context
We are seeking a Senior IT Delivery Manager with 20+ years experience to lead the delivery of a major, mission critical digital transformation programme within the UK Public Sector. This role will operate at the highest levels of delivery leadership, accountable for complex, multi-supplier programmes aligned to the strategic outcomes.
Responsibilities
Strategic Delivery Leadership
* Provide end-to-end accountability for the successful delivery of one or more large scale digital transformation programmes
* Lead delivery across multiple Technology Delivery Manager and Outcome Delivery Manager teams, consistent with the customer Office delivery management model
Governance, Assurance & Reporting
* Establish and maintain robust programme governance, assurance, and reporting in line with customer standards
* Prepare and present delivery updates to Senior Responsible Owners (SROs) and executive committees
* Support internal and external assurance activities, including audits, gateway reviews, and security assessments
Digital & Technology Transformation
* Lead delivery of complex digital, data, automation, cloud, and legacy modernization initiatives that support customer operational services
* Ensure services are delivered in line with customer DDaT principles, including user centered design, automation, resilience, and security by design
* Oversee the full service lifecycle, from discovery and build through live operation and continuous improvement
Stakeholder & Policy Alignment
* Act as a senior interface between policy, operational, and technology stakeholders, ensuring digital delivery supports legislative and operational intent
* Build trusted relationships
* Translate complex technical delivery issues into clear, actionable information for senior non-technical stakeholders
Commercial & Financial Management
* Own programme level financial management, including budgets, forecasts, cost controls, and benefits realization
* Manage complex supplier ecosystems, ensuring effective performance, contract compliance, and value for money
Essential Experience & Skills
* 20+ years experience delivering large scale IT and digital transformation programmes
* Proven track record of operating at SRO and executive stakeholder level
* Deep expertise in programme governance, delivery assurance, and complex transformation leadership
* Strong understanding of Agile, hybrid, and traditional delivery models in large public sector environments
* Experience managing multi-vendor delivery and complex commercial arrangements
