Job Summary
1x fixed term contract for up to 12 months.
The Senior Project Manager will convene and manage project teams and provide project management support to the operational and business leads within Gloucestershire Health and Care NHS Foundation Trust to enable the delivery of the Trust's Transforming Care Digitally Programme. The role will deliver digital system and service optimisations to support service improvements in line with local strategies and government initiatives, requiring a high level of planning, negotiation, analytical and communication skills.
The post holder will support performance improvements across the organisation as required and act in support of Project Managers and support officers as part of escalation or Programme direction setting.
Responsibilities
* Manage the delivery of Transforming Care Digitally projects working with clinical, operational, clinical system and digital teams to improve care pathways across the Trust.
* Support the Programme Manager by acting as a conduit to the wider Project Teams, ensuring continuity and quality across the Programme.
* Formulate, develop and adjust project plans and strategies via Final Business Cases (FBC) and Project Initiation Documents (PID).
* Plan and organise a broad range of complex activities using best practice project management tools and techniques.
* Provide and receive highly complex, sensitive or contentious information; present such information to groups.
* Encourage collaborative working to improve services and performance where there may be resistance to change.
* Present at and facilitate workshops to large groups of staff and diverse audiences.
* Plan and implement new ways of working, facilitate collaborative working and capacity planning.
* Work with local and national groups as required, such as Gloucestershire Integrated Care System (ICS), third sector partners and NHS national teams, sharing complicated plans that need explanation.
* Work collaboratively with operational service staff to ensure their involvement in the development of services.
* Communicate effectively with stakeholders, enhancing the Trusts business where possible.
* Inform services, key stakeholders and others on service direction even if this is unwelcome news.
* Monitor all aspects of project and business development and ensure that appropriate risk assessments are undertaken and acted upon.
* Ensure workforce development issues are considered and managed within the business and project development, such as training, workforce planning and appropriate recruitment.
* Ensure that Business As Usual (BAU) Transition, Information Governance and Cyber documentation and agreements are in place prior to go live.
* Effectively and efficiently manage budgets in accordance with standing financial instructions.
* Analyse facts or situations and develop options and mitigations for consideration.
* Be responsible for ensuring the identification, delivery and monitoring including transition to BAU of project Benefits.
* Participate in identified meetings as required.
* Deliver standard Project Management products such as highlight reports and exception reports.
* Matrix‑manage multidisciplinary workstream delivery teams from Operational and Digital Services delivery teams.
* Facilitate a Project Managers Peer to Peer community with the Programme.
Qualifications
Essential
* Educated to degree level, with additional knowledge acquired via formal training and accreditation at master’s level, or equivalent specialist knowledge through experience.
* Background in a multi‑project environment and experience of a wide range of projects, delivered in line with project management methodology.
* Recognised project or programme management qualification (APM, Prince 2, MSP, or equivalent).
* Evidence of continuing professional and managerial development.
* Extensive hands‑on project management, service development, transformation and change management, and/or business planning experience.
* Evidence of successfully leading and implementing Digital change projects and teams.
* Experience of collaborative working across organisational, regional and national boundaries.
* Experience in creation of highly complex HM Treasury 5 case model documentation to contribute towards central funding applications.
* Experience of benefits identification, management and realisation.
* Highly developed specialist knowledge, delivering a range of projects in a complex environment.
* Knowledge and experience of budgetary management.
* Ability to create and implement processes to support strategy.
* Systematic approach to problem solving and risk assessment.
* Skills in communicating, negotiating and influencing with impact at all levels.
* Ability to value, understand and synthesize complex information from many sources and to implement that knowledge to influence decision and developments.

* Computer literacy including working knowledge of Microsoft Office software (Teams, Project, Word, Excel, PowerPoint & Outlook).
* Experience in a senior role within a project delivery team.
* Excellent communication skills both verbal and written; good negotiation skills and the ability to bring people not directly managed on board with new ideas and concepts.
* Analytical skills to diagnose a problem and understand complex situations or information; judgmental skills to formulate solutions and recommend or decide on the best course of action.
* Excellent problem‑solving skills to ensure prompt and effective resolution of matters arising during projects.
* Excellent planning and organisational skills to manage and co‑ordinate day‑to‑day projects and workstreams, communicating with key stakeholders, clients and other interested parties as part of that process.
* Self‑motivated with the ability to respond to changing situations and work to tight deadlines, constantly redefining priorities.

* Required to interpret and action related Government, Trust policies and regulations.
* Ensure financial plans and targets are kept online through management and liaison with the Trust corporate accountant.
* Ability to work across all Trust sites and be flexible in working hours to meet the demands of the post.
Desirable
* Recognised management qualification or equivalent experience.
* Substantial NHS experience of facilitating and managing major projects and transformational change within and across healthcare organisations, effectively working in teams at a senior project level.
* Knowledge of health service policy change management and service re‑design.
* A high level of knowledge of complex delivery in regulated services, with a working knowledge of enterprise digital systems and services.
* Sound understanding of the modernisation and development issues facing the NHS.
* Ability to build effective working relationships with a diverse range of colleagues.
