The Role & Key Responsibilities
Chief Constable Tim De Meyer has set a mission to make Surrey Police one of the leading police forces in the UK. To achieve this, a significant financial investment has now been made to develop a Strategic Insights Team, delivering nationally leading insights that will drive daily operational policing.
Designing and developing reports based on specification from the business that drive day-day decisions as well as performing deep analysis on key questions that are facing the team.
Develop symantic models and pipelines to support the build of dashboards based on Microsoft Power BI.
Developing R or Python scripts to produce predictive models for use within PowerBI or reporting.
Maintenance of Power BI, SQL and related reporting systems, helping to ensure a useful and reliable reporting function for the business.
Developing data pipelines from Microsoft Fabric and integration products to exploit and maximise a range of data systems.
Understanding and interpreting user specifications and requirements gathering, user interviews, running workshops, prototyping etc. and then document requirements in a format that is intelligible to both business partners and IT colleagues
Carefully testing and accuracy checking data lists and aggregations
Engaging with existing and prospective users to understand and document their information needs predicated on an understanding of both business processes and the business decisions that users need to make
Provide support to BI projects to enable them to meet their deadlines
Working with DDaT colleagues to understand and document available data sources and their interrelation
Collaborating with other team members to design solutions and to develop strong governance and control processes
Working with quality assurance to ensure that business requirements are met
Responsible for partnering with business and user group representatives to understand business decisions and the related reporting and analysis needs
Analyse and document available data sources and data flows to standards and in a consistent manner
Collaborate with colleagues in designing solutions that meet the established business needs
Producing creative and dashboards in Power BI Desktop utilising various visualisation tools
Creating custom visuals through Software Development Kit (SDK)
Setting up connection details and scheduling for data pipelines
Developing R or Python scripts
Working closely with key Business Users to establish and document the full detailed requirements for the range of reporting required
Analysis of legacy reporting solutions and designing effective Power BI alternatives
Acting as a promoter of Power BI and a generator of ideas as to how it can be used to fully leverage all data sources and produce effective reporting
End to end documentation including architecture designs, technical specifications and end user support guides
Support other non-technical users within the business in their use of Power BI as a self-service tool
Deliver a platform that is as much focused on self-serving capabilities as possible.
Engage with senior leaders across Surrey to ensure that the benefits of Power BI are clearly articulated and delivered.
Works with business areas to ensure that there are prepared to take on new ways of reporting by considering any behavioural/skill or culture change required.
Communicating with stakeholders to document requirements and to careful document all steps of the development process
Adhere to the Forces’ Programme and project Governance requirements.
Ensure AI adheres to the current guidance from the Information Commissioner’s Office.
Skills & Experience
1. A degree in statistics, mathematics or a statistically-related discipline
2. Demonstrate work experience with Microsoft Fabric, Mulesoft, BI Developer or
3. Strong data modelling background with experience working with multiple data sources both cloud and on-premise
4. Industry experience in delivering Power BI/ Microsoft Analytics solutions, with a good grounding in all associated areas including; development, Enterprise Architecture, Governance, Rollout and Adoption
5. Knowledge or experience ofData Factory, Data Lake, Azure SQL database, Azure SQL Data warehouse, Azure Analysis Services, R Studio, Python, Power Apps or Microsoft Fabric.
Considerable technical knowledge or experience in any of the following:
6. Power BI Report Server or Cloud based Service, or similar visualisation experience.
7. Database including MS-SQL, Oracle Database, Data warehousing, SQL and XML.
8. Microsoft Fabric experience
9. R or Python predictive modelling / classification
Experience in building dashboards, reports and cubes using SQL, MDX, DAX, Power Query M Code, Power BI or other visualisation tools.
Detailed understanding or experience of how to develop cloud-based data solutions and architecture.
Strong SQL skills for querying and creation of views/tables, functions and stored procedures.
Experience in gathering BI requirements and understand the business on different levels.
Experience in developing new or maintaining and improving existing ETL processes.
Experience in establishing and maintaining collaborative relationships with stakeholders.
Understanding dimensional modelling ideally for Public Sector
Good communications, interpersonal and presentation skills in order to influence internal stakeholders.
Ability to self-manage and work in a dynamic environment.
Experience of achieving results as a consequence of engaging with other business areas.
Willingness to embrace new ways of working and influence other parts of the business to adopt.
Ability to build effective relationships across Surrey business areas.
Ability to manage conflicting priorities, negotiate solutions and resolve problems with colleagues and customers.
