An opportunity has arisen within Scottish Government funded post within Public Services Delivery Scotland (PSD Scotland) for a 0.6 FTE General Practitioner (GP) as a professional advisor to provide policy and practice support to further develop effective and sustainable prescribing across the NHS in Scotland. The post will be based within PSD Scotland and will take direction from the Effective Prescribing and Therapeutics team in Scottish Government. Public Services Delivery Scotland will host this post.

The Effective Prescribing & Therapeutics team consists of both Civil Servants and clinical experts. It exists is ensure delivery of safe and effective prescribing and use of medicines, within NHS Scotland. We have a strong emphasis on care based on value, clinical effectiveness and environmental sustainability. The team adds pace and scale to the work of Boards, providing tools, analysis, evidence-based guidance, information and strategy. They have a role in assisting Health Boards that need additional support in the value-based use of medicines.

Close working with other Scottish Government teams, Primary care GP leads, Scottish Practice Pharmacist Prescribing Advisors Association, Public Health Scotland, Healthcare Improvement Scotland, territorial Boards and other organisations is an essential requirement.

The team is seeking a GP who has proven experience in a leadership capacity, can evidence a system wide approach to developments in general practice, in particular prescribing and innovation, is well networked across the system, can demonstrate using data and evidence to effect change and who will maintain 0.2 to 0.4 FTE working as a GP or in a leadership role relating to general practice. To be eligible for this post candidates must be affiliated to a Health Board.

The job purpose is to provide clinical expertise and leadership across the work of Effective Prescribing and Therapeutics. The role is to ensure that we remain focused on national clinical and pharmaceutical priorities, to manage a co-ordinated approach and to provide expertise and support to the policy colleagues and clinicians in the team. The post will also provide input for the EU funded project IMPROVE, which builds on the previously EU funded SIMPATHY and iSIMPATHY projects to embed pharmacogenomic testing in medication reviews.

Key result areas include:

1. Ensure that prescribing strategies and tools are developed to support key national and regional organisations

2. Ensure prescribing indicators are developed in response to national clinical priorities

3. Ensure development of training and peer support to implement innovations in prescribing such as pharmacogenomics

4. Actively contribute to international programs of work on pharmacogenomics and environmental sustainability

5. Aid negotiation with clinical and managerial staff to implement therapeutic strategies

6. Provide clinical support to other team members

7. Provide clear leadership to ensure that those concerned are involved and informed

8. Provide Health Boards with support needed to address areas of prescribing

9. Work proactively with Sustainable Prescribing Board in particular contributing GP expertise on how policies can be implemented in practice

Professional supervision will be provided in line with the Chief Medical Officers Directorate procedures to ensure the postholder receives appropriate and regular clinical support.
