To be responsible for management of statutory health and safety compliance across approximately 30 properties which sit outside the main acute hospital campuses. The post holder will ensure that compliance standards, data gathering and reporting processes in place for the acute sites are applied to all satellite sites so that all University Hospitals Sussex NHS Foundation Trust (UHSussex) property is managed consistently, and existing risks are reduced and closed. Satellite assets include owned and leased properties.
Services at satellite properties are provided by a range of providers including UHSussex F&E Directorate, Sussex Community Foundation Trust and third-party providers. The post holder will develop and maintain positive relationships with service providers and ensure that contractual and Service Level Agreement obligations are met. Where property maintenance is delivered and costs recharged to the Trust via a service charge, the post holder will be responsible for service charge management and service charge budget monitoring.
Where F&E provide services to a property the post holder will act as client, meeting with F&E colleagues regularly to receive reports, present issues and ensure compliance requirements are met. The post holder will work closely with and receive support from the Trust’s Estates Compliance and Performance Manager.
Main duties of the job
1. To be the supervising manager for Trust satellite site compliance and compliance related building maintenance matters. The Trust needs to ensure that satellite sites are managed to the same compliance standards as the acute hospital sites.
2. Through the management of property maintenance at satellite assets the role holds responsibility for extending the life of satellite assets and preserving asset value. This applies to owned and leased satellite assets.

4. To lead the management of compliance matters at the Royal Alexandra Children’s Hospital (RACH), working closely with the third-party service provider, Integral. Support in the management of planned maintenance works completed under the PFI contract.
5. Post holder to maintain up-to-date specialist knowledge of legislation, guidance and protocols, monitoring changes to legislation and maintaining awareness of best practice initiatives through research and networking.

Detailed job description and main responsibilities
This role is eligible for visa sponsorship under the UK Visas & Immigration (UKVI) Skilled Worker route. Sponsorship can only be provided where applicants meet the specific requirements set by UKVI, including the relevant skill and salary thresholds, and any role-specific criteria. For example, applicants for the Senior HCA role must be able to evidence a minimum of 2 years’ experience in the same role to qualify for sponsorship.

6. To ensure that compliance standards and reporting already in place for the acute hospital sites is applied to satellite assets.
7. To maintain a record of service providers at each satellite property, and the detail of roles and responsibilities. Service providers for satellite assets will include UHSussex F&E Directorate, Sussex Community Foundation Trust and third-party providers. To hold the relevant service providers to account and ensure that service provision obligations are met.
8. To monitor the delivery of services at satellite sites and challenge service providers over service costs where appropriate to provide revenue savings.
9. Maintain all compliance related records including (but not limited to) insurance policies, lift safety inspection certificates, heating inspection certificate, electrical safety inspections and fire safety surveys.
10. Request and manage documents following works by service providers, and where the Trust is entitled to receive copy documents under the terms of a lease or other occupation agreement.
11. Advise the Property Team on compliance matters for capital projects and Space Management Group related projects. Property rationalisation projects include decommissioning of buildings, and the post holder will advise and manage the project as required.
12. Management of compliance and property maintenance service charge budgets. The post holder will monitor service charge budgets, request statements and accounts where necessary. The post holder will work with Property and Finance colleagues to ensure adequate budgets are requested to cover anticipated service charge demands and direct maintenance costs.
13. Assistance with the preparation of business cases for Capital Investment Group and Business Case Scrutiny Panel to obtain approval for projects within the remit of this role.
14. Deliver best value and service provision for facilities and estates services delivered at satellite assets
15. Management of mechanical and electrical capital works taking place across the Trust’s satellite assets.
16. Lead F&E colleagues in the work currently underway to add compliance reporting and data recording to the MRI computer aided facility management software
17. Gather AND analyse compliance data relating to satellite sites. Preparation of qualitative and quantitative data sets and summarised reporting based on post holder’s analysis. Include within the reporting conclusions and recommendations based upon the complex data sets produced.
18. Analyse large volumes of data and multiple data sets to identify conflicting data (for instance historic data from different sources) and ensure resolution and accuracy.
19. The post holder will apply building compliance research methodologies to ensure adherance to compliance regulations and standards. This will include data collection, analysiis and iterative refinement of reporting. The post holder will have an understanding of current and emerging models and utilise case studies to ensure comprehensive reporting, and the identification of non-compliance.
20. Establish a comprehensive routine of satellite property inspections to monitor all compliance matters
21. Ensure through inspections and familiarity with site services that services (relating to compliance) that should be delivered are being, and that charging is accurate.
22. Ensure that the delivery of hard and soft facilities management services at satellite sites are fully compliant with specific obligations and standards, including but not limited to Law, Statute (Acts and regulations), British Standards, HTMs and good working practices.
23. Ensure that all relevant incidents / Datix requirements; Hazard Warning Notices; Safety Action Bulletins; Medical Device Alerts and Guidance Notices are actioned appropriately
24. Conduct Risk Assessments and options appraisals across the Trust to ensure compliance with Health and Safety standards and legislation to ensure avoidance of harm; and to maintain appropriate records of assessment
25. Work with the Estates Compliance and Performance Manager to manage the inclusion of satellite sites in the Trust Compliance Report
26. Ensure that the whole year’s compliance audits and risk/asset management activities and processes are tracked and undertaken
