About The Role
Balfour Beatty are recruiting for a Head of Commercial to lead the Commercial team on site to deliver a complex secure building and infrastructure project in Derby. This is an opportunity to join Balfour Beatty’s team selected as a construction partner for the Rolls Royce expansion work in Raynesway, Derby, to meet growth in demand from the MOD and the AUKUS agreement. The programme will be executed in stages over the next eight years, delivering infrastructure enabling works, new manufacturing and office facilities, and redevelopment of existing industrial buildings on the site.
What you'll be doing
As the Head of Commercial, you will be responsible for the Commercial, Cost Planning and financial management of the works at the Rolls Royce Raynesway Site as part of the overall Rolls Royce Infrastructure programme. This includes inception, cost planning, negotiating and agreeing Task Orders and Subcontracts, and commercially delivering Works Task Orders. You will be part of the project senior leadership team with responsibilities related to the commercial and financial success of each Task Order, including risk management, procurement, financial reporting and supply chain management. The role typically requires a track record of managing and developing a commercial team on an NEC (Option E) Cost Reimbursable basis. Chartered Member of the RICS, ICES or CIOB, and a mentor to other commercial staff on their journey to professional qualification, maintaining CPD.
Governance and Responsibilities
* Adhere to the Company’s governance requirements and maximise LEAN/digital opportunities.
Commercial Management
* Strong knowledge of NEC 4 Contracts, particularly Option E (Cost Reimbursable).
* Understand how economic factors affect the construction industry.
* Apply legislation and liaise with legal experts.
* Prepare Cost Plans & Estimates and Task Order submissions, interpreting specifications and preambles.
* Represent financial and contractual interests in client progress meetings and respond to customer requirements proactively.
* Coordinate buying, accounts, production control/planning, supply chain management, procurement techniques, estimating and surveying.
* Liaise with all parties to keep the project on plan and manage risk and opportunity, disallowed costs, cost, value and margin forecasting.
* Manage project controls including cost loading programmes.
Commercial Administration
* Provide commercial input to Buildability and Value Engineering reviews.
* Review cost plans and cost data; manage preparation of Cost Plans and Costs for a Project/Task Order.
* Coordinate the commercial team to identify and action programme issues; report commercial aspects to the Programme Leadership Team.
* Manage CVR preparation and associated commercial reports; feedback commercial data to Planning, Estimating.
* Lead commercial aspects with customers and stakeholders.
Procurement
* Establish client supply chain requirements and advise on procurement forms and arrangements.
* Formulate and manage strategies and plans for resource procurement.
Recruitment, Management, Development and Retention of Staff
Role includes management and development of the commercial team in line with project needs.
Who we are looking for
Essentials – The following qualifications or their equivalent are essential:
* NEC Experience
* Managing programmes of work or series of projects
* BSc or MSc in Quantity Surveying or equivalent
* Membership or Fellowship of RICS, ICES or CIOB (or working towards)
* CSCS Card (Professional Qualified Person)
Preferable Experience
* Extensive NEC4 knowledge, preferably in Option E (Cost Reimbursable Projects)
* SC level of Security preferred, BPSS minimum requirement
