Job Description

We have an exciting opportunity to lead strategic planning and business management within the largest digital transformation programme in the Environment & Business directorate. The Regulatory Services Programme delivers digital services that transform environmental regulation.

You will lead within the Programme Management Office (PMO), providing valuable input into financial and business management to support risk mitigation, remove barriers, and ensure value for money.

We seek someone with a strong track record in managing complex financial information, collaborating with others to drive value, and influencing ongoing investment.

Responsibilities include:

1. Understanding the financial and economic cases underpinning the Programme’s business case and spending review bids.
2. Ensuring programme deliverables align with strategic objectives and managing change control processes.
3. Supporting the Programme Manager to assure changes to Time, Cost, and Quality, working closely with delivery teams to ensure affordability and value for money.
4. Managing queries from senior stakeholders and delivering regular financial and programme reporting across EA, Defra, and external suppliers.
5. Supporting investment and funding activities with the Programme Manager and Director.
6. Ensuring adherence to governance and assurance requirements.
7. Supporting business management through whole life cost allocations.

The team:

The Digital, Innovation, and Programmes team drives the Digital Strategy across E&B, setting strategic direction for digital services that transform regulation. You will work with multidisciplinary teams, Defra shared services, and third-party suppliers to deliver user-centered online services and platforms that are more efficient, simple, and fast.

Experience and skills required:

* Experience working in a fast-paced, dynamic programme.
* Extensive digital skills (Microsoft Excel, SharePoint, PowerBI, etc.).
* Experience managing complex financial information.
* Understanding of financial, business planning, and budgetary processes, including charge funding, CDEL, and RDEL.
* Experience with purchase order raising, business cases, and approval routes.
* Knowledge of governance around spend control and assurance processes.
* Proven ability to lead, engage stakeholders, drive innovation, and contribute to delivery.
