Senior Capital Development Officer Location: Antrim Pay Rate: £26.62 per hour Hours: Full-Time, 37 hours per week Working Pattern: Monday to Friday, 9:00am – 5:00pm Duration: Temporary contract for up to 6 months Application Deadline: Tuesday 16th June 2026, 12:00pm About the Role We are currently recruiting for a Senior Capital Development Officer on behalf of a large public sector organisation based in the Antrim area. The successful candidate will be responsible for the effective management, monitoring and delivery of capital projects from inception through to completion, ensuring compliance with project management procedures, statutory requirements, procurement legislation and Council policies. Key Responsibilities Responsible for provision of contract and delivery advice, project management and technical support Develop service delivery agreements for consultants and contractors as required Prepare tender documentation and contract documentation Support delivery of the Capital Programme including monitoring contracts and service delivery agreements Manage and control allocated projects from inception to successful delivery in line with briefs, objectives and implementation plans Prepare project briefs in conjunction with project sponsors/clients Identify, mitigate and manage project risks and environmental considerations Manage quality, time and cost parameters of allocated projects Act as Council representative and technical liaison between stakeholders and delivery teams Develop and maintain stakeholder relationships and effective communication Resolve project delivery issues and escalate where appropriate Maintain project systems and assist with recording and reporting project/procurement information Identify synergies, interdependencies and efficiencies across projects Support Gateway process progression at each stage of project delivery Adhere to change and variation management procedures Ensure compliance with budgets, Financial Regulations and Standing Orders Undertake project handover procedures and provide required documentation Analyse financial data, reconcile project expenditure and produce financial reports Monitor consultant and contractor performance data Support funding bids, claims and reporting requirements Coordinate internal and external project teams Maintain professional knowledge and recommend service improvements Comply with CDM Regulations and Health & Safety legislation Evaluate tender submissions in line with procurement legislation Prepare planning and statutory applications and ensure compliance with conditions Carry out duties to enhance and protect Council reputation Undertake additional duties as required Be available to work outside normal hours when required (paid in line with Council policy) Essential Criteria Applicants must demonstrate: Qualifications Degree or equivalent qualification in a relevant built environment discipline (architecture, project management, quantity surveying or similar) Corporate membership (or working towards within 2 years) of a relevant professional body OR Minimum of 7 years’ relevant experience in a built environment project management role Experience At least 3 consecutive years’ experience in built environment project management including at least 3 of the following: Delivery of capital projects Preparation of tender documents Compliance with project budgets Coordinating project teams Building stakeholder relationships Knowledge & Skills Good planning, organisational and project management skills Good administrative and financial skills Good negotiation skills Working knowledge of: Project management tools (e.g. Microsoft Project) Modern forms of consultant and works contracts Health and safety legislation Procurement legislation Microsoft Office and Windows applications Other Requirements Full current driving licence and access to suitable transport (or reasonable alternative if disabled) Ability to work outside normal hours when required Desirable Criteria Postgraduate qualification in Project Management Working knowledge of Health & Safety, Preventative Maintenance and QA systems Experience negotiating with consultants/contractors on professional services or works contracts Working knowledge of procurement legislation Apply Now If you wish to apply or would like more information, please email your CV in Microsoft Word format to Caroline at caroline.parker@applerecruitment.com Applicants should ensure their CV is accurate and up to date, including full employment history, licences, and qualifications.
