We are seeking an experienced and motivated Waste Operations Team Leader to oversee the delivery of efficient, safe and customer-focused waste collection services. Leading a team of operatives, drivers and chargehands, you will manage day-to-day performance, plan and allocate resources, and ensure services are delivered in line with operational standards, timescales and health and safety requirements. This is a key frontline leadership role, where you’ll work collaboratively with colleagues and partners, respond to customer enquiries, and contribute to continuous service improvement while helping deliver essential statutory services. The ideal candidate will have strong supervisory experience within a frontline operational environment, excellent leadership and communication skills, and a proven ability to motivate teams and deliver high-quality services. You will be highly organised, customer-focused, and confident in managing performance, resolving issues and driving improvements. Knowledge of health and safety practices is essential, and experience within the waste management sector is desirable. ROLE AND PURPOSE To lead and manage a team/crew of waste collection operatives and driver/chargehands to deliver effective household and/or trade waste collection services in accordance with the Council’s Waste Collection Policy and in support of the Waste Management Strategy.**PRINCIPAL ACCOUNTABILITIES:** 1. To proactively lead a team and manage individual and team performance on a day to day basis, ensuring effective delivery of waste collection services and maintaining a flexible response to meet operational and customer requirements. 2. To effectively plan and allocate resources to ensure all work is completed safely within agreed priorities, timescales and quality standards, considering customer needs, minimising disruption and ensuring that staff are equipped with the appropriate tools and equipment: ensuring that risk assessments are performed and that team members are aware of and follow safe operating procedures all in accordance with the Corporate Health and Safety Policy. 3. To ensure the delivery of customer focused waste collection services in accordance with strategies agreements and contracts; addressing individual customer concerns or complaints responding to them in accordance with corporate policy and ensuring that lessons learned are taken into account in the development of the services. 4. To keep abreast of the required performance standards, specifications and strategies and the latest best practice, tools and techniques. Collaborate with peer group Team Leaders the Waste Operations Manager and the Sustainable Waste Development Team to ensure consistent standards are maintained across all teams doing similar work and to continuously improve the service. 5. Statutory Obligations - The Council has a legal duty under the Environmental Protection Act 1990 to collect household waste. The Post Holder plays a supervisory role in the delivery of this service.Hull City Council as the Local Highway Authority has a duty under Section 41 of the Highways Act 1980 to ensure that as far as is reasonably practicable snow and ice does not endanger users of the highway. On a rota basis the post holder will occupy the role of Winter Service Duty Supervisor and will decide on the mobilisation and timing of precautionary salting and hand gritting activities and communicate the decision as appropriate, including advising customers via social and other media.The Council has a duty in accordance with the requirements of the Civil Contingencies Act 2004, Control of Major Accident Hazard Regulations 1999 (COMAH), Pipeline Safety Regulations (PSR) 1996 and Radiation (Emergency Preparedness and Public Information) Regulations (REPPIR) 2001 to have a strategy for responding to emergencies within its area or disruptions that threaten the delivery of its critical functions. On a rota basis the post holder will occupy the role of Duty Officer and will monitor severe weather and flood warnings, alerts and associated resources and make recommendations to Departmental Management Team Members regarding appropriate activities, stand-by arrangements and whether to contact the Incident Manager; providing Duty Officer cover for out-of-hours and holidays in connection with Declared Emergencies. 6. To ensure that accurate records are appropriately recorded and kept as required in connection with the performance of the service, customer feedback and specific requirements that may arise from time-to-time, in particular to ensure compliance with Health and Safety requirements. 7. To liaise with driver/chargehands the Transport Team Leader and Fleet Provider, and make the Waste Operations Manager aware of any issues regarding fleet maintenance, and faults with vehicles, plant and equipment including devices such as bartec; to ensure that the service is adequately supported by fleet assets that are fit for purpose. 8. To identify the training and development needs of staff, ensuring that staff are equipped with the necessary skills and competencies needed to perform their role and meet the requirements of the service and foster a culture where staff take pride in delivering high quality responsive services to local communities 9.
