Rutherford Cross is working with an established housing association to appoint a Director of Finance & Corporate Services.This is an excellent opportunity for a qualified accountant to take ownership of the running of a small finance department, taking on a breadth of duties, reporting directly to the Chief Executive.Key Responsibilities Include:
* To ensure the finance and corporate service staff resource are used in the most efficient and effective way and to delegate tasks where appropriate
* To carry out regular one-to-one meetings
* To carry out regular team meetings
* To carry out annual performance appraisals and action any points arising
* To ensure that all staff training requirements are met and to report on the training outcomes
* To include all finance and corporate staff in the preparation of the Departmental Plan
* To prepare statutory accounts in the statutory format and liaise with Association's external auditors accordingly
* To make all statutory returns to the Scottish Housing Regulator (SHR), OSCR, the Pensions Trust, lenders and the Financial Conduct Authority (FCA) following the completion of the annual accounts
* To prepare, present and monitor as required financial reports/budgets for the Senior Management Team, Board of Management and Scottish Housing Regulator (SHR)
* To prepare an annual budget for the Association prior to each financial year and prepare other financial and cash flow forecasts as required
* Have overall responsibility for the maintenance of the Association's financial systems
* To ensure that the Association's insurances are adequately covered and up to date and to liaise with insurers over claims and other relevant matters
* Supervision of Association payroll and responsibility for implementation of salary changes as appropriate
* To service the Board of Management by way of quarterly management accounts and other standard financial reports
* To play a key role and contribute to the development and implementation of the Association's initiatives, policies and procedures
* To review, in accordance with the policy review schedule, the Association’s financial procedures and regulations and other policies
* To regularly review the Association's day-to-day and long-term treasury management requirements and policy
* To prepare 30-year financial forecasts on an annual basis, present to the Board and liaise with the Associations funders thereon
* To prepare detailed medium-term (5-year) forecasts for submission to the SHR
* To prepare on a quarterly basis a 12 monthly rolling cashflow and to make the appropriate arrangements for the investment of surplus funds or overdraft arrangements where required
* To liaise with the Chief Executive in the preparation of financial models for the Association's development projects or off-the shelf purchases
* To liaise with the Chief Executive in negotiating funding to assist the financing of the Association's development programme or off-the-shelf purchases and to monitor use of private investment borrowing in accordance with Association policy
* Carry out financial appraisals on suitable contractors and consultants in conjunction with the Chief Executive
* To advise the Board of Management and Senior Management Team on policy recommendations, monitoring and reviews
* To regularly monitor capital expenditure and reconcile with grant and funding requirements
* To liaise with the Chief Executive with respect to final development account reconciliations
* To provide cover in the Chief Executive’s absence as and when required.
* To be an active effective member of the Senior Management Team, contributing to the overall agreement and promotion and development of the Association's aims and objectives in the short, medium and long term
* To introduce and implement effectively, new initiatives, policies and procedures relating to the functions of the Department as appropriate
