We are seeking an experienced and motivated Head of PMO to lead the Programme Management Office for one of the most ambitious and high-profile transformation and capital investment programmes in the NHS - the Securing the Future Programme at Airedale NHS Foundation Trust.

This is a strategic leadership role, responsible for establishing and embedding the programme infrastructure, controls, and reporting that will drive delivery of a £1.5bn, multi-year, whole-system change programme. You will oversee governance, planning, risk, change control, decision tracking, reporting, and assurance across a complex portfolio of clinical transformation, new hospital development, enabling works, and digital and workforce reform.

To succeed, you'll need excellent organisational and leadership skills, a deep understanding of programme and portfolio management principles, and confidence operating at executive and board level. You'll bring rigour, clarity and structure to a fast-paced, politically visible environment — acting as a critical friend, delivery partner and source of trusted information.

The Head of PMO is a senior leadership role within the Securing the Future Programme, responsible for establishing and maintaining programme controls, governance, reporting, and assurance to support delivery of a major, multi-year transformation and capital investment programme. The postholder will lead the Programme Management Office, overseeing planning, risk and issue management, change control, decision tracking, benefits management, reporting, and resource coordination. Acting as a key adviser to the Programme Director and SRO, they will ensure decision-makers are supported with timely, high-quality information and that delivery remains aligned with strategic objectives and regulatory requirements.

The role requires strong leadership and people management skills, with responsibility for the wider PMO team. The postholder will drive consistent delivery practices and work with clinical, corporate and external partners to build delivery capability and maintain visibility of key risks and interdependencies. They will also lead the development of core products including the Programme Execution Plan, IAAP, and RAID log, aligned with national guidance (e.g. NHSE, HMT, DHSC, NHP). This role suits a delivery-focused leader with strong organisational and analytical skills, and experience working with senior stakeholders in complex settings.

The general responsibilities of the postholder will be:

To define and communicate clearly the role and the function of the Programme Management Office within the context of the Securing the Future Programme.

To prepare, manage and up-date Programme and Project Resourcing Plans aligned to Programme Milestones.

To engage with CSUs and other staff across the organisation to seek feedback and ensure that staff have an opportunity to provide feedback as part of a continuous process of learning and improvement.

To be responsible for the development and implementation of robust communications across the Programme Team to support the implementation of Programme and Project Management methodologies and processes.

To lead on ensuring that the Securing the Future Programme Office priority processes and activities (e.g. programming, risk, benefits, assurance, reporting, and quality and service standards) are effectively implemented.

To be responsible for the development, implementation and management of robust risk management processes.

To support the identification of benefits and outcomes and be responsible for the monitoring the achievement of identified benefits and outcomes.

To develop and prepare up-dates to the Programme Execution Plan ("PEP").

To provide support to the development and preparation of up-dates to the Project Initiation Document ("PID") for each approved Project within the Programme.

To lead on the development and implementation of standards and benchmarks and to monitoring their achievement.

To establish and co-ordinate the recording and dissemination of Lessons Learned.

To identify and disseminate best-practice across the Programme/Projects and the wider organisation.

To be responsible for reviewing and confirming that the Programme and approved Projects are continuing to meet the stated objectives and deliver defined benefits and track the realisation of project/programme outcomes.

To support the Programme Director in the preparation of long term strategic plans, involving uncertainty and which impact on the organisation.

To provide leadership and support to the Programme Office Team.

To prepare, implement and continuously review the Programme Office Work Plan.

To be responsible for gathering, analysing, interpreting and presenting complex Project and Programme information.

To identify, collate and manage performance information relating to the delivery of approved Projects and the wider Programme and identify KPIs/reporting metrics that can be used to monitor the delivery.

To act independently, guided by broad occupational policies, to establish ways forward and how these should be interpreted in practice.

To develop, internal to the Programme, audit processes and procedures as part of a self-assessment process prior to the undertaking of wider internal and external audit processes.

To support the Programme Director in the management of budgets and assume responsibility for budgets as may be necessary.

To lead on the development and implementation of robust and consistent Programme and Project Management methodologies.

To define, document and implement robust Programme Management and reporting processes and procedures to include Programme and Project workstream reporting procedures.

To develop, implement and support the management of robust change control processes and procedures.

To identify, manage and track programme and project inter-dependencies.

To prepare a summary of the key roles and responsibilities across the Programme.

To define, document, implement and manage the standards for document management for the programme including storage and version control.

To be responsible for the development and communication of a centralised filing system for key Programme and project documentation.

To manage the key decisions and a Programme Forward Plan, agendas and documentation for all Boards and Committees. To monitor the delivery of key actions from Boards and Committees.

To prepare and implement a robust set of project management delivery processes and procedures which shall be implemented to support the management and delivery of those projects that form part of the Securing the Future Programme.

To support the Programme Director in the development of robust Programme and Project management approaches and ways of working across the Trust.

To be responsible for policy implementation and development across the directorate.

To be a champion of best-practice for the Securing the Future Programme Team and regularly undertake research and development to identify service improvements.

To contribute to other organisational-wide Projects as may be required from time-to-time.
