Toprovidestrategicandoperationaltechnicalleadershiponfiresafety,fireengineering,andassociatedbuildingsafetyrisksacrosstheCouncilshousingportfolio. ThepostholdersupportstheCouncil,asAccountablePersonandPrincipalAccountablePersonforitsHigher-RiskBuildings(HRBs),byprovidingspecialisttechnicaladvice,assurance,andoversightinrelationtofiresafetycompliance,designstandards,refurbishmentactivities,fireprotectionsystems,contractorperformance,andincidentinvestigation. Theroleprovidesindependenttechnicalassuranceinrelationtofireandbuildingsafetyrisks,supportsthedevelopmentofsafesystemsofwork,contributestoincidentmanagement,andensurestechnicalcompliancewithrelevantfiresafety,buildingsafety,andhealthandsafetylegislation. Theroledoesnotordinarilyholdprimaryoperationalresponsibilityforbuilding-levelriskmanagement,whichremainswiththeBuildingSafetyManagementfunction. Whilsttheroleprimarilyprovidestechnicalleadership,assurance,andprofessionaloversight,thepostholdermayundertakelimitedtechnicalinvolvementinstrategicallysignificantHigher-RiskBuildings(HRBs)whererequiredtomaintainoperationalcompetence,supportorganisationalresilience,orprovidespecialisttechnicalleadership. ProvidingassurancetotheHeadofFire&BuildingSafetyonemergingtechnicalrisks,systemiccomplianceissues,andorganisationalfiresafetyperformance. Providingprofessionalfiresafetyleadership,technicalassurance,andexpertadviceacrossthehousingportfolio. Ensuringfiresafetydesign,construction,refurbishment,andmaintenanceactivitiescomplywithstatutoryrequirements,recognisedguidance,andrelevanttechnicalstandards. Providingindependenttechnicalassurance,throughrisk-basedsampling,thatFireRiskAssessment(FRA)actions,firesafetyworks,andotherlifesafetycontrolmeasuresacrosstheCouncil?snon-HRBhousingportfolioarecompleted,verified,andcompliant,withsystemicnon-complianceformallyescalatedwhererequired. Leadingfireincidentinvestigations,technicalreviews,andlessonslearnedactivities. Ensuringfire-relatedincidents,MandatoryOccurrenceReportingevents,andrelevantstatutorynotificationsareidentified,escalated,andmanagedappropriately. Theeffectiveleadership,performance,anddevelopmentofdirectreports. Escalatingsignificantfiresafety,contractor,compliance,orsystemicriskstoseniormanagement. KeyResponsibilitiesFireSafetyTechnicalLead TechnicalFireSafetyAssuranceFireSafetyTechnicalLead Reviewdrawings,specifications,firestrategies,designsubmissions,andtechnicalproposalstoensurecompliancewithrelevantlegislation,approvedguidance,andstandardsincludingApprovedDocumentB,BS9991,BS5839,andBS5266. Identifydesigndefects,firesafetynon-compliance,compartmentationfailures,andtechnicalrisksassociatedwithrefurbishment,repairs,orexistingbuildings,providingformaltechnicalrecommendations. Reviewfindingsfromintrusiveinvestigations,compartmentationsurveys,firestoppinginspections,structuralfiresafetyreviews,andFireRiskAppraisalsofExternalWalls(FRAEWs). Providetechnicaladvicetoprojectteams,Housing,AssetManagement,Repairs,CapitalWorks,DirectLabourOrganisation(DLO),Voids,andcontractorsoncorrectiveactionsandriskmitigation. constructionandBuildingKnowledge-Typesofconstruction(e.g.traditional,system-built,high-rise),Fireperformanceofmaterialsandconstructionmethods,Compartmentationandfire-stoppingprinciples,Externalwallsystems(EWS)andcladdingrisks. KnowledgeofFireProtectionSystemsincludingFiredetectionandalarmsystems,Emergencylightingandsignage,SprinklersystemsandAOVs,Asbestosetc. Compliance,Monitoring&Audit-Statutorycompliancecycles(firedoors,alarms,lighting,FRArenewals). Project&ContractorOversight-Managingfiresafetyworksandprogrammes,Contractorcompliancewithfiresafetyspecificationsandstandards,Budgetingandprioritisingworksbasedonrisk,Qualityassuranceandpost-worksverification. ITskillsincludingtheabilitytoutilisethefullrangeofMicrosoftsoftware,includingExcel,andPowerPoint. Evidenceofcommitmenttocontinuingpersonaldevelopmentincludingakeeninterestindevelopingastrongerunderstandingoffiresafetyprincipleswithinbuildings. Knowledgeofallaspectsofthebuildingconstructionandmaintenanceindustriesincludingthedesignprocess,contractualmattersandlegislation. RelevantExperience ExperienceofcomplyingwiththeRegulatoryReform(FireSafety)Order2005. ExperienceofcomplyingTheFireSafetyAct2021. ExperienceofcomplyingwithTheBuildingSafetyAct2022. ExperienceofworkingwithFireandRescueServices. ExperienceimplementingresidentengagementstrategiesundertheBuildingSafetyActandrespondingtocomplaintsorconcernsaboutfiresafety.
