Specific Duties
* Provide strategic and service leadership within the Public Health Division, ensuring high levels of performance within and across public health services to enable and support forward‑thinking and innovative service delivery across the Council and with partners.
* Responsible for a portfolio of services covering key public health domains including health improvement, health protection and inclusion health.
* Be a key member of the Public Health Senior Leadership Team, establishing effective relationships throughout the Council and across the wider system.
* Lead innovation in the commissioning and delivery of services, managing resources in the most effective way and ensuring service delivery is aligned to Strategic Plans with clear objectives managed through relevant performance arrangements.
* Provide briefings on the health and wellbeing needs of local communities to councillors, council officers, ICB, the community and voluntary sector, the public and partners.
* Develop, implement and deliver policies, taking the lead in detailed inter‑agency and interdisciplinary strategic plans and programmes based on needs assessments.
* Provide expert public health support and whole system leadership to ensure an evidence‑based approach to commissioning and developing high‑quality equitable services.
* Utilise information and intelligence systems to underpin public health action across disciplines, including leadership for collation and interpretation of relevant data.
* Support the DPH in developing and implementing robust strategies for improving the health and wellbeing of local communities.
* Serve as a key local authority link to the research community, coordinating access to scientific information and participating in research networks.
* Take responsibility for training obligations of the directorate, including becoming the Educational Supervisor.
Health Needs Assessment and Evaluation
* Undertake health needs assessments to enable actions to improve local population health.
* Develop prioritisation techniques and manage their application to policies, services, and investment‑disinvestment debates.
* Effectively communicate complex concepts, science and data to stakeholders of varying backgrounds.
* Apply evaluation frameworks and evidence‑based recommendations to improve health outcomes.
* Understand and apply the public sector duty and the inequality duty to public health practice.
The Post-holder
* Manage a team (including trainees) taking responsibility for line management duties, recruitment, appraisals, disciplinary and grievance responsibilities.
* Manage budgets delegated by the DPH and serve as an authorised signatory in line with the Council constitution.
* Deputise for the DPH as required.
Essential Experience
* Experience as a service leader in a complex organisation with similar responsibilities, budget and resources.
* Evidence of a successful track‑record of creating vision for service delivery and translating clear objectives to deliver outcomes that positively impact lives.
* Experience in building the reputation of services, inspiring continuous improvement and driving accountability.
* Financial and commercial awareness with strong analytical skills and a creative approach to problem solving.
* Understanding of current issues facing local government and Nottingham City Council.
* Experience leading people, cultivating high‑performer culture, and empowering decision‑making.
* Strategies for managing personal resilience, wellbeing at leadership level.
* Workforce planning for future service delivery.
* Leadership in change programmes and organisational improvement.
* Experience in partnership development across sectors.
* Deep understanding of equality, diversity and inclusion at every level.
* Media experience in delivering effective health behaviour or health promotion messages.
* Proficiency in using complex information to explain public health issues to varied audiences.
* In‑depth knowledge of health and care system, quality assurance, quality improvement and evidence‑based public health practice.
* Understanding of interfaces between health, social care and key partners.
* Knowledge of public sector duty and inequality duty application to public health practice.
Essential Qualifications
* Masters in Public Health or equivalent.
* Registered in the UK Public Health Register (UKPHR) or eligible for registration within six months of interview.
* Full and Specialist Register of GMC or GDC Specialist List, if applicable.
Salary and Contract
Salary: £88,167 to £101,676.01 a year (includes market supplement).
Contract: Fixed‑term, 12 months, full‑time/part‑time, flexible working.
