THE ROLE The Environmental Advisor will report to the Upstream HSE Lead. They will provide advice, investigation support and intervention, and proactively share learnings from other assets, organisations and regulatory bodies to drive best practice with a primary focus on production operations. The role interacts with regulatory bodies and represents the company by engaging, responding to and challenging regulatory inspectors where appropriate, and in ensuring compliance with both company and regulatory environmental requirements. Close liaison with the Health Safety & Regulatory Leads, Technical Safety Engineers and site based HSE Coaches is essential. The position is onshore based, but with an expectation of regular travel to site where appropriate. PRINCIPAL ACCOUNTABILITIES The Environmental Advisor shall provide a full portfolio of services including, but not limited to: Provide general support and advice to the Directorate leadership teams and the onshore and offshore teams ensuring that activities comply with regulatory requirements. Proactively assist the Directorate leadership teams in complying with their environmental accountabilities, particularly with regards permit compliance and assurance of data. Provide support in raising the profile of environmental compliance obligations across the business. Support Environmental SME in reporting of annual environmental data, including for the EnQuest Annual Report, SECR, CDP, OSPAR Public Statement. Interface with regulatory bodies as part of the inspection programs or during ‘with cause’ engagements e.g. reportable events. Monitor incident/ near miss data for their asset and provide advice to any accident and incident investigations up to and including participating/leading the investigation team. Provide ongoing assurance of all incidents, near misses, audits and Inspections to ensure progress and close out is suitable and sufficient. Review Lessons Learned, Regulatory Alerts, Industry Alerts and outcomes from work by their peers to eliminating the potential for occurrence. Develop and discuss cross-asset strategies, techniques and practices to target continual improvement in environmental performance. Engagement with other operational/ functional groups within EnQuest to provide assistance or solicit advice / support for the operation. Lead/ participate in risk reviews, supporting the risk management process. Promotion of EnQuest’s culture within all assets and key contracts Co-ordinate EnQuest’s input to and maintenance of Directorate related documents & Safety Cases where applicable. Maintain communication with contractors Environmental/ HSE Advisors where appropriate, attending engagements and ensuring that EnQuest requirements on compliance and behaviours are being met up to and including conducting of EMS audits on the Contractor. In the event of an emergency, carry out Environmental Advisor duties as identified in the ER procedures or as directed. Undertake routine visits offshore, and audit and support sites as appropriate. Site Specific Support Environment input to well operations planning and oversight of delivery, alongside the wells HSE Advisor. Lead asset ERAP and MAP updates and participate in emissions workshops. Regular interaction with onshore support teams for their site, including attendance at meetings where required. Communication with site HSE Coach and OIM, including provision of onshore or site-based support as required. Oversight and assurance of environmental related activities to ensure appropriate and timely progress of issues, recording of relevant information and ensuring suitable and sufficient close out activity. Engagement with onshore health & safety advisors, Technical Safety Engineers & other Functional Groups to support operational needs. Audit and Incident Investigation support as required; oversight and assurance per above if not directly involved. Regulatory Support Planning, preparation, conducting of pre-inspection checks, execution of and follow up on Regulatory Inspections including the compiling of information related to findings and writing / managing the concluding Inspection letter. Engagement with Regulators for reportable events, or where non-reportable events generate Regulator interest. Management of EnQuest technical resources where there is a need for their direct engagement with the Regulator. Ensure Environmental SME is aware of emerging issues & unsolicited regulatory communications. Maintain a thorough understanding of emerging emissions requirements, Performance Standards, Regulations, EQ procedures and industry practices. Risk Assessment and Control of Work (CoW) Process Support environmental aspect of Risk Assessment activities whether task based, SARA or ORA/WORA requirement. Assist in management of the CoW system and continual assurance of permit/risk assessment suitability. Monitoring and Assurance Programs Continual engagement with the site HSE Coach to identify and appropriately manage emerging environmental issues. Ensure Level 3 monitoring program is progressed and feedback on findings & actions is appropriate and escalated as necessary. Where program may be impacted by emerging trends, work with the HSE Coach to reassess the plan priorities based on the findings and required actions. Incident Investigation Process Provide assurance that incidents, near misses and non-compliances are investigated thoroughly by responsible parties, aligned to procedural expectations and delivered in a timely manner. This may include leading investigations where appropriate. Ensure resultant actions are SMART and subsequent closure is appropriate to address the action requirements. Contractor Interface Management Interface with contractors and service providers at site on HSE matters, including reporting performance or compliance issues to HSEA Function such as competency or equipment shortfalls where HSE Coach has had to intervene and/or take remedial action. PERSON SPECIFICATION Interpersonal A collaborative style with an ability to build relationships and coach others in behavioural and compliance requirements. Strong communicator (written/verbal) and comfortable dealing with & presenting to different levels in the organisation. Skills & attributes Working knowledge of offshore including oil & gas processing, water treatment, utilities and drilling/well operations desirable. Strong appreciation of both Major Accident Hazards, Major Environmental Incident (Causation and Prevention) and Environmental Consequence. Oil spill response training desirable. Atmospherics awareness desirable. Strong, demonstrable analytical skills and an effective decision maker able to demonstrate a proactive approach, with good time management, prioritisation and organisational skills. Self-motivated team player with ability and desire to take responsibility and drive workloads to effective resolution. Work proactively, seeking sustainable solutions to challenges which may arise and share them across the business. Experience Previous experience as an Environment Advisor within the UK oil and gas industry. Experience and understanding of risk assessment techniques, permit to work processes and other key integration processes, which contribute to safe working practices. QUALIFICATIONS Environmental management system (EMS) audit qualification desirable. Qualified to Degree Level in an Environmental field or equivalent experience, and can evidence professional and personal development and/or learning. Member of relevant professional body desirable. Current, valid offshore survival and medical certification or willingness to obtain.
