The North West London Primary Care Provider Collaborative isa new, ambitious strategic vehicle, established by the leading GP at-scaleproviders across the North West London boroughs. The organisation has recently beenincorporated as a Community Interest Company.
Our mission is to unite the collective strength of NorthWest London's primary care at-scale entities (including GP Federations andother GP at scale organisations) to shape system strategy, securesustainability, and transform service delivery for our diverse population ofover 2 million people. As the organisation progresses, this will also includeintegrating wider primary care (dentistry, optometry and pharmacy). We exist toensure that the voice of primary care is central to the West and North London IntegratedCare System (ICS), driving innovation and improving health outcomes.
We are at a pivotal moment. This new pan-NWL organisationrequires a Programme Manager to work with the Interim Chair and Board,designing and executing the programme plan, embedding governance, buildinginfrastructure, and ensuring the organisation is fully functional andcompliant.
Main duties of the job
The post holder will lead the mobilisation, establishmentand system integration of the North West London Primary Care ProviderCollaborative (PCPC), a newly formed pan-borough collaborative operating acrossthe North West London boroughs.
The role is responsible for creating the governance,operating model, assurance frameworks and organisational infrastructurerequired to enable the PCPC to function as an effective, sustainable systempartner. The post holder will operate with delegated authority from the InterimChair and Board and will represent the PCPC in system-level forums with the ICBand wider partners.
This is a system-level leadership role, combining programmeleadership with organisational development and governance responsibility,rather than delivery of a single time-limited programme.

Job responsibilities
* Lead the development and delivery of a single,integrated mobilisation and implementation plan for the PCPC across all boroughpartners
* Develop and execute a comprehensive programmeplan for establishing the PCPC, including detailed workstreams, timelines, andresource requirements
* Design and implement robust governancestructures, reporting mechanisms, and decision-making frameworks which reflectthe Boards requirements.
* Lead stakeholder mapping and engagement strategyacross all partner organisations
* Maintain oversight of risks, issues anddependencies at system level, escalating appropriately to the Board and ICB asrequired
* Build and maintain effective relationships withborough-level Primary Care providers, collaborative members and partnerorganisations
* Represent the PCPC at system and place-basedforums as required, operating with delegated authority from the Interim Chair.
* Establish performance metrics and monitoringframeworks for the setup phase
Organisational Infrastructure Development & Readiness
* Oversee the development of the PCPC's operatingmodel, organisational structure, and staffing strategy
* Work with the Chair and Board to manage therecruitment and onboarding of key leadership and core team positions
* Put in place training and development requiredto support the Board in understanding and executing their responsibilities
* Lead the development and implementation of coreorganisational infrastructure, including policies, procedures, assuranceframeworks and operational processes.
* Ensure organisational readiness for futurecontracting, workforce expansion and service delivery as the PCPC matures
* Support the development of future roles,functions and resource requirements to enable sustainable operation
Operational Setup
* Act as the primary operational interfacebetween the PCPC, the ICB and wider system partners
* Lead the setup of physical and digitalinfrastructure, including premises, IT systems, and communication platforms
* Oversee implementation of clinical andadministrative systems required
* Ensure compliance with NHS contractingrequirements, CQC registration, data protection (IG), and other regulatoryframeworks
Board Support and Partnership Development
* Support the Chair to setup regular Boardmeetings and working groups as required
* Create agendas and manage the creation anddistribution of Board papers
* Act as Board secretariat, taking minutes,actions and recording decisions
Provide governance management for a newstatutory-facing entity:
* Incorporation & governance
* Finance/procurement/BCP/risk

* Facilitate partnership agreements and memorandaof understanding between member organisations
* Develop collaborative working arrangements withICB, LMC and other partners
* Manage the setup budget, including reporting andensure efficient use of resources

Communication & Change Management
* Develop and implement internal and externalcommunication strategies
* Create change management plans to supporttransition for all stakeholders

Accountability and Authority
* Reports to the Interim Chair of the PCPC, with adotted-line relationship to the Board
* Operates with delegated authority to progressagreed programme activities, manage risks and represent the PCPC at systemforums
* Responsible for programme governance, reportingand assurance to the Board and ICB
* May have line management responsibility forprogramme support roles as the PCPC develops
Person Specification
Experience
* Minimum 5 years senior programme management experience in healthcare/NHS setting
* Experience of leading complex system-level programmes or organisational mobilisation across multiple partners
* Experience of working at senior level with Boards, executives or system leaders
* Demonstrable experience of governance, assurance and organisational development within the NHS or comparable public sector environment
* Proven experience in organisational setup, transformation, or large-scale change programmes
* Comprehensive understanding of primary care, integrated care systems, and NHS policy
* Demonstrated success in multi-stakeholder management and partnership development
* Experience in establishing new healthcare structures or collaboratives
* Understanding of primary care contracting models (GMS, PMS, APMS)
