Powys Council are seeking a Commercial Specialist to operate within the Category Management structure, you will provide comprehensive, professional, project-focused commercial advice and practical support across the full Commercial Lifecycle. You will support all service directorates to ensure the Council’s Procurement Strategy is implemented consistently across the organisation.
Location: Powys Council
Set-up: Fully via umbrella inside IR35
Duration: Initial 3 months, potential extension
Hours: Full-time position (37-hours)
Key Responsibilities
1. Lead and deliver procurement tender projects for goods, works and services, from options appraisal through to contract award
2. Provide authoritative commercial advice and practical support to Category Leads, the Professional Lead – Procurement and Commercial Services, Council services and committees
3. Ensure full compliance with UK Procurement Regulations, corporate procurement policies and governance requirements
4. Prepare high-quality tender documentation in collaboration with service directorates, reflecting market conditions and service-specific legal requirements
5. Support effective contract management in line with the Council’s Contract Management Framework, including evaluation, negotiation and contract re-lets where required
Experience
6. Proven experience delivering procurement and tendering projects for goods, works and services within a regulated environment
7. Experience of applying UK Procurement Regulations and corporate procurement standards in practice
8. Demonstrable experience preparing and evaluating tender documentation using price/quality methodologies
9. Experience supporting contract management and commercial performance across the contract lifecycle
10. Experience working collaboratively with multiple stakeholders to deliver commercial outcomes
