Job Summary
Location: Woodsley & Holt Park PCN. The PCN Operational Manager role is established to develop robust operating systems, drive forward network plans, and fulfil network contract requirements.
The role will deliver PCN‑wide projects, support administrative, human resources and financial work, and maintain high standards of governance across the PCN. It requires an enthusiastic, organised, and innovative individual with excellent administration, interpersonal and communication skills.
Responsibilities
* Support HR & Finance: liaise with payroll and finance teams, process invoices and payments, support financial reporting, manage contracts, policies, protocols, employee assistance, training and development.
* Recruitment: support recruitment of staff where requested including agreeing job descriptions, advertising, selection and appointment; ensure robust induction processes and onboarding.
* Line management: undertake day‑to‑day line management of staff for absences, maintain back‑to‑work documentation, conduct appraisals and manage staff welfare.
* Training & culture: coordinate training and development for clinical and administrative staff, coordinate culture‑focused activities including staff events.
* HR records: create and keep records of HR contractual information, policies and protocols on the PCN intranet; ensure records are saved by line managers.
Person Specification – Qualifications
Essential
* GCSE Grade A‑C in Maths and English (or equivalent Level 3 qualification). Good literacy and numeracy skills.
* Minimum of 3 years experience in a fast‑paced administration role; excellent interpersonal and organisational skills.
* Competent in advanced use of MS Office and Outlook; effective time management and ability to work under pressure.
* Strong communication skills, both written and oral, and ability to influence, persuade and develop relationships.
* Full driving licence desirable; mileage claimable.
Desirable
* Experience working within a primary care, NHS or social care environment.
* Experience with EMIS or SystmOne.
* Understanding of PCN networks and priorities.
* Problem‑solving and analytical skills.
* NVQ Level 3 in Business Administration.
