Overview

Deputy Chief Operating Officer (DCOO) – Permanent, Band 9 (£109,179 - £125,637 per annum, pro-rata).

Based in Carlisle but working across the full Trust footprint, the DCOO will join the senior leadership team at North Cumbria Integrated Care NHS Foundation Trust to drive operational excellence, patient-centred care and service delivery across clinical and non-clinical areas. The role deputises for the Executive Chief Operating Officer and provides strong, visible leadership across the organisation.

A key focus is performance improvement in key areas and standards, with oversight of areas such as the elective recovery programme. The role includes leading on capacity and demand planning, modelling and delivery of key programmes, and championing patient safety, quality and operational efficiency.

The postholder will work with the Senior Leadership Team and colleagues in Clinical Collaboratives, supporting the Executive Chief Operating Officer to develop operational excellence and leadership within the Trust.

Responsibilities

* Provide day-to-day senior operational leadership to clinical collaboratives and general manager colleagues, supported by ADOs.
* Ensure efficient operational processes and systems to deliver high-quality care aligned with organisational values of kindness, respect, ambition and collaboration.
* Deputise for the Executive Chief Operating Officer; lead on capacity and demand planning, modelling and delivery of key programmes.
* Drive performance improvement and oversee elective recovery and other performance standards.
* Support the Senior Leadership Team in developing operational excellence and leadership within the Trust.


Qualifications, Knowledge and Experience

* Masters level qualification or experience in management, leadership or a relevant discipline.
* In-depth knowledge of performance, finance, staff management and information systems.
* Very senior level knowledge of healthcare operational management best practice.
* Extensive knowledge of NHS issues and patient agenda.
* Experience of senior operational management within acute services; capability in leading recovery of services with sustainable performance.
* Experience in developing general managers and operational colleagues; leading teams and managing performance according to NCIC values.
* Service development and delivery of major improvement projects; governance, risk management and assurance familiarity.
* Knowledge of current legislation relating to health and social care; effective partnership working with stakeholders.
* Ability to manage complex and sensitive situations; experience with service change/reconfiguration and modernisation.
* Financial and budgetary management experience; ability to work to performance targets and indicators; policy and public legislation understanding.
* Negotiation, shaping and influencing local service development with partner agencies.
* Large-scale change and quality improvement experience.
* IT literate with proficiency in MS Office.
