Job Description
39 weeks contract role with a Local Authority
Job Summary:
• The Procurement Officer will provide specialist procurement advice and lead procurement activities across the Council, ensuring all procurement processes comply with relevant legislation, including the Public Contract Regulations and internal governance frameworks.
• The role involves managing high-value and complex procurement projects, supporting service areas with sourcing strategies, tendering processes, and contract management. The post holder will work closely with internal stakeholders to deliver value for money, identify opportunities for cost savings, and ensure procurement activities align with the Council’s strategic priorities.
• The Procurement Officer will also support the development of procurement policies, manage the Council’s e-tendering system, and maintain the contracts register in accordance with transparency and compliance requirements.

Key Duties/Accountabilities (Sample):
• Lead and manage high-value and complex procurement projects (over £100,000 and above UK procurement thresholds).
• Provide procurement advice to service managers across the Council.
• Develop tender specifications, procurement documentation, and evaluation frameworks.
• Manage tender exercises through the e-procurement system for goods, works, and services.
• Identify suitable procurement routes including frameworks, Dynamic Purchasing Systems (DPS), and collaborative procurements.
• Ensure procurement activities comply with UK procurement legislation, Contract Standing Orders, and internal procedures.
• Provide guidance to service areas on procurement regulations and Council procurement procedures.
• Maintain compliance with transparency requirements including management of the Contracts Register.
• Support implementation of new public sector procurement legislation and regulatory changes.
• Support service areas with contract management from commencement through to expiry.
• Source and evaluate suppliers for new or recommissioned services.
• Manage tender evaluation processes and support contract award decisions.
• Identify opportunities for cost savings and service improvements through effective procurement strategies.
• Support the Head of Procurement in developing and implementing the Council’s Procurement Strategy.
• Assist with the development of the procurement pipeline and forward planning of tender opportunities.
• Identify opportunities for collaborative procurement with neighbouring local authorities.
• Participate in regional procurement collaboration initiatives such as the Surrey Procurement Group.
• Act as System Administrator for the Council’s e-tendering and contract management system.
• Provide training and support to Council staff on the procurement system.
• Maintain procurement records and ensure procurement exercises above £5,000 are recorded appropriately.
• Support monitoring and reporting of procurement activity.

Skills/Experience:
• Experience working in a procurement role within local government or the public sector.
• Experience managing tender processes and procurement exercises.
• Experience working with high-value procurement projects and contracts.
• Experience using e-procurement or e-tendering systems.
• Experience supporting contract management activities.
• Strong knowledge of public sector procurement regulations including the Public Contracts Regulations 2015.
• Understanding of the Procurement Act 2023 and upcoming public procurement reforms.
• Knowledge of Contract Standing Orders and procurement governance within local authorities.
• Understanding of procurement frameworks and Dynamic Purchasing Systems (DPS).
• Strong project management skills for complex procurement exercises.
• Excellent stakeholder management and communication skills.
• Ability to develop tender documentation and evaluation frameworks.
• Analytical skills to assess procurement value and supplier proposals.
• Strong organisational skills with the ability to manage multiple procurement projects.
• Ability to deliver procurement activities within strict legislative and procedural frameworks.
• Strong IT skills including procurement systems and Microsoft Office.

Additional Information:
• Bi-Weekly Payments.
• Rate: £450.00 per day (Umbrella/Ltd).
• Working Pattern: Hybrid – 3 days per week in the office and 2 days remote working.
• Location: Runnymede Civic Centre, Addlestone, Surrey.
• Contract Length: Approximately 39 weeks.
• Working Hours: 37.5 hours per week.
• Start Date: Target start date is 7 April 2026.
