BACKGROUND 1. The People & Training Directorate is responsible for delivery of the MOD Sponsored Cadet Forces for the Royal Navy (RN), iaw Defence Enabling Objective 11.11. Operating under the direction of Director People & Training (Dir P&T), who in turn delegates to Commander Royal Navy Cadet Forces (Comd RNCF), the responsibilities encompass the funding, support and management of training and activities delivered to RN sponsored Youth organisations, collectively known as Royal Naval Cadet Forces (RNCF) which incorporates the Combined Cadet Force (CCF), Sea Cadet Corps (SCC), Volunteer Cadet Corps (VCC) and the Royal Navy Affiliated Sea Scouts (RNASS 2. This includes the development of training programmes by which the Royal Navy and Royal Marines (RNRM) can interact with the wider youth community and provide opportunities to support Government youth policy in the development of young people. 3. SO2 Cadets is based in RNCF HQ, Fieldhouse Moore Buildings, HMS EXCELLENT, Portsmouth, with a combination of hybrid/remote working. ROLE DESCRIPTION & SPECIFIC RESPONSIBILITIES 4. SO2 CADETS role is to represent RNCF HQ as the full time Commander of the Volunteer Cadet Corps (Cdr VCC) and as main POC in support of the RN Affiliated Sea Scouts (RNASS). 5. The Cdr VCC will act as the RNCF HQ principal for VCC, reporting through Deputy Commander RNCF (DComd RNCF). 6. Primary Tasks include: a. Responsible for VCC RN/RM governance, assurance and execution of the MOA/MOU to the VCC and all units based geographically across the UK. b. Be a trustee for the VCC charitable incorporated organisation and the appointed Chair of Trustees. c. Sponsor Volunteer Cadet Corps Regulations (VCCRs), providing input and updates. (VCCRs are to be reviewed biennially) d. Coordinate all N1 to N4 issues, resolve, signpost and escalate to DComd RNCF when required. e. Manage and execute the VCC Assurance programme IAW RNCF Safety Environment Management Plan (SEMP), through SO2 Safety and CESO (RNCF) in RNCF HQ, ensuring that 1-3 Party Assurance (PA) is being conducted correctly and in a timely manner. f. Act as the focal point for VCC HQ Senior Leadership Team (SLT) engagement, via Parent Establishment Liaison Officer (PELO), Commanding Officer Parent Establishment (COPE) to maintain SLA/MOA with each parent establishment for logistics and resource support, clothing, kit and equipment. g. Lead on VCC security requirements; demand and issue of MoD Form 90, Security Clearance (SC) applications/renewals and Disclosure & Barring Service (DBS) certification. h. Lead on VCC RN/RM Safety and Incident Reporting management providing SO2 Safety HQ RNCF input into DComd RNCF* Health, Safety, Environmental Protection (HSEP) MB i. Manage and supervise Selection, Onboarding, Training and Promotion of VCC CFAVs. j. Lead on VCC RN/RM Infrastructure assessment and prioritisation, providing COS HQ RNCF with input into DComd RNCF1* Infrastructure Management Board (RNCF Infra MB). k. Act as the conduit, via Chief of Staff (CoS) HQ RNCF into RN Family & People Support for safeguarding policy and casework. l. Set and cascade yearly and five yearly strategic plans, seeking to further develop the VCC and improve the range of activities on offer to cadets generally. m. Be the overall VCC budget holder ensuring compliant use of public and other funds, as well as advising units on charitable matters. 7. Secondary Tasks include: a. Responsibility for maintaining the RN Recognised Sea Scout relationship with TSA, as detailed in the MOA. b. Responsibility of executing the Time on the Water Multi-Stage Activity Badge Partnership with TSA, as detailed in the Outward Sponsorship Partnership Agreement. c. Supporting RNASS with access arrangements to MOD sites and with annual Camps.
