Our client, a respectable Local Authority in West Yorkshire requires a Highway Structures Team Leader to help lead and grow the clients' structures team to support with programme delivery and work in partnership with a professional services contractor & alongside external contractors.
The Highway Structures team is a vital function within the clients Strategic Infrastructure Services responsible for ensuring the efficient management, maintenance, and long-term sustainability of the clients highway structures, including bridges, retaining walls, and culverts. This role involves overseeing the planning and delivery of structural inspections, maintenance, and improvement projects, ensuring that resources are allocated effectively and minimising disruptions to the road network while ensuring the safety and integrity of all highway structures.
A key responsibility of the team is to work in partnership with a professional services contractor, alongside external contractors, internal departments, and local stakeholders. The team collaborate closely with the professional services contractor to plan, design, and deliver structural projects, leveraging their specialised expertise to enhance project outcomes. This collaboration includes coordinating on structural assessments, developing maintenance strategies, and implementing improvement works, all while ensuring compliance with relevant regulations, standards, and codes of practice related to structural engineering and safety.
Oversee the planning, inspection, maintenance, and improvement of all highway structures-including bridges, tunnels, retaining walls, and culverts-to ensure their safety, functionality, and longevity.
Manage the highway structure professional services contract to ensure effective delivery of services and oversee the future renewal or re-procurement of the contract to maintain continuity and quality in structural management services.
Ensure all structural works comply with relevant laws, regulations, standards, and codes of practice related to structural engineering and safety, minimising risks to the public and road users.
Provide expert guidance on highway structural engineering matters, including the assessment, design, and implementation of repair and strengthening works. Review and approve technical reports, design calculations, and project specifications to ensure engineering excellence.
Take an active role to ensure technical approval/s procedures are followed for highway structures design and built by third parties as part of the application of approval in principle process.
Lead the response to emergencies involving highway structures, such as structural failures or damage due to accidents or natural disasters. Coordinate immediate actions to safeguard public safety and restore structural integrity as quickly as possible
