Overview
Senior Contracts Manager to join the Navy Systems team based in York, PA. Salary: $120,000 - $180,000 base plus significant bonus incentive. Negotiable based on experience. Johnson Controls Navy Systems (JCNS) has supplied air conditioning and refrigeration equipment and services to the US Navy since 1917. This role provides contract management stewardship across programs within a growing, fast-paced environment and partners with Program Managers and cross-functional teams to optimize contract performance.

Responsibilities
* Review and provide feedback on customer RFIs, draft RFPs and RFPs. Guide the program on contract terms and conditions and propose recommended exceptions
* Review and approve contractual documents to protect the company's contractual/risk posture and ensure adherence to company policies
* Partner with Program Managers, Proposal Manager, and Pricing & Estimating to develop and implement proposal strategies
* Serve as liaison with Legal counsel on contractual matters
* Plan and execute successful contract negotiations and achieve targeted profit rates and favorable terms
* Lead contract administration and customer contact activities to ensure proper contract acquisition and fulfillment
* Ensure compliance with contractual requirements, interpret requirements for leadership, coordinate deliverable submittals, and review/execute contract modifications
* Collaborate with program, technical, and operations teams to provide guidance based on contractual and compliance requirements
* Communicate effectively with management through presentations, written documentation, or email
* Engage with customers and stakeholders to establish relationships, understand requirements, forecasts and funding, and facilitate collaboration
* Ensure contract compliance with FAR, DFARS, and other DoD regulations
* Work closely with Navy and shipyard customers
* Define program and contract area vision, including delivery methodologies, program structure, and quality within Government standards
* Lead and participate in negotiations and changes; coordinate proposals, business plans, budgets, and financial terms/conditions
* Identify and assess program risks and issues and develop resolutions to meet productivity, quality, and customer satisfaction goals
* Interact with senior management on matters of significance
Required Qualifications
* 8+ years experience in contracts management or related roles
* Experience in a DoD contracting environment, preferably supporting the U.S. Navy
* Knowledge of Federal laws, FAR, DFARS, and related agency regulations
* Experience working with internal and external stakeholders to achieve contract objectives
* Strong proposal development and negotiation skills with ability to build positive customer relations
* Proficiency in Microsoft Office Suite
* Excellent interpersonal and negotiation skills with ability to build relationships with leadership, peers, indirect staff, and customers
* Strong critical thinking and business judgment
Education
* Bachelor's Degree in Business Administration, Engineering, Finance, or related field, or equivalent experience
