Seven Resourcing is looking for a Commercial Estates Surveyor to fill an exclusive opportunity working within Norfolk County Council paying from £23.52 to £29.27 per hour.
This role is based in Norwich and offers a Hybrid/Remote opportunity. The role is a 4-month contract with the potential to be extended.
The Role:
To be a member of the Estates team, responsible for protecting and enhancing the Council’s interest in property though active management of records of legal title, contractual rights/obligations and statutory compliance as owner, occupier, landlord or tenant. Provide or arrange specialist property advice in relation to wider social, economic and service development projects. Also, you will be working with internal clients to understand their property requirements and develop innovative solutions within the wider strategic approach.
Key Responsibilities:
* Assist with commissioning and monitoring of general estate management functions, including managing records of legal titles in property, disposals, acquisitions, valuations, letting of property, lease renewals, rent reviews, condition surveys, compensation and statutory claims, insurance valuations, rating assessments and provision of property and valuation advice.
* Review surplus properties and land to assess options and make recommendations for disposal (direct development, sale or renting out), taking account of town planning policies, commercial opportunities, and council service objectives, to optimise financial income (capital and/or income).
* Lead and undertake negotiations with third parties, partners, consultants, contractors and other parties in relation to property deals and projects.
* Represent the Council and CPT in discussions and initial negotiations for property disposals, leasing or acquisitions to inform decision making prior to commissioning NPS to complete the commercial negotiations and implement transactions.
* Develop strategy for achieving best consideration and NCC objectives in relation large and complex property disposals and other property transactions prior to commissioning NPS or other consultants to complete negotiations, ensuring decisions are made in a timely manner and in accordance with Financial Regulations.
* Working with CPT colleagues, service directorates and external organisations, including public sector partners, contribute to property review activities such as those arising from the OPE programme.
Applicant Requirements:
* Must have 3 years’ experience in Property and/or Project development.
* Undergraduate degree or equivalent level qualification within chartered surveying
* Associate Membership of RICS or another recognised property qualification.
* Good verbal and written English
