Lead Officer (Trading Standards) – Pembrokeshire County Council
Location: Pembrokeshire • Directorate: Social Care, Housing and Public Protection • Service Area: Public Protection • Grade: 10 - £47,181 - £50,269 • Reporting to: Public Protection Manager Health and Consumer Protection
Contractual hours: 37 • Basis: Open Ended
Responsibilities
* Act as the lead specialist for Trading Standards, offering expert advice and guidance across the Service.
* Manage a team of Trading Standards Officers and Fair Trading Inspectors, ensuring high performance and service delivery.
* Develop and implement the Council's Trading Standards Service Delivery Plan.
* Lead complex inspections and investigations, including those requiring legal action.
* As a fully qualified Trading Standards Officer you would serve as the Chief Inspector of Weights and Measures, overseeing calibration and certification of equipment used in trade.
* Collaborate with external partners and contribute to regional and national initiatives.
* Respond to Licensing Act 2003 applications as a responsible authority.
* Monitor budgets, ensure health and safety compliance, and contribute to audits and consultations.
Qualifications
You Must Hold One Of The Following
* CTSI Trading Standards Practitioner Diploma (Advanced Practitioner/Chartered Status desirable)
* Diploma in Trading Standards (DTS)
* Degree in Trading Standards (including Metrology)
* Diploma in Consumer Affairs and Trading Standards (DCATS) including Metrology applications will also be considered from applicants who have not completed the metrology aspect, providing this module is completed following appointment
Experience & Skills
* Extensive experience in Trading Standards enforcement within local government.
* Proven ability to manage teams and deliver strategic priorities.
* Strong IT, analytical, and communication skills.
* Ability to enforce legislation assertively and tactfully.
* Full valid driving licence and access to a vehicle for business use.
* Welsh language skills are desirable.
Working Environment
This hybrid role combines home-based work with site visits across Pembrokeshire and occasionally beyond. You may encounter challenging environments and confrontational situations. Flexibility to work outside standard hours is occasionally required.
