At a pivotal moment for Britain’s energy future, Ofgem is making important strategic decisions that will shape how we deliver Net Zero. We’re recruiting three Senior Strategy Managers to help guide this work and support our long‑term direction.
Ofgem is Great Britain’s independent energy regulator. We play a central role in the transition to Net Zero while ensuring energy consumers are protected, with particular focus on those in vulnerable circumstances.
We are offering three permanent roles within our Strategy, Economics, Research and Net Zero (SERN) Directorate. These positions provide a rare opportunity to contribute to Ofgem’s long‑term strategy and support the implementation of the Government’s Review of Ofgem — a significant programme that will influence how we work and regulate for years to come.
This role offers varied, collaborative work with colleagues across Ofgem, DESNZ and a wide range of external partners. You will shape strategic workstreams, support clear decision‑making, and translate high‑level goals into practical plans. Working across directorates, you will help ensure policy teams are aligned with our overall strategy and able to respond to system change and emerging challenges.
You’ll join a supportive team that oversees our strategic cycle, from analysis and development through to implementation and communication. The role provides the chance to contribute to meaningful organisational and sector‑wide change, and is well suited to someone experienced in delivering strategic projects in government, a regulatory environment, or the private sector.
We’re looking for candidates with strong analytical and strategic coordination skills, who can work with complex information and present it clearly. You will bring experience of engaging senior stakeholders, balancing multiple priorities, and supporting delivery in evolving environments. Knowledge of the energy sector and the transition to Net Zero will be helpful.

Person specification
* Strategic coordination: Experience operating in ambiguity to coordinate organisational responses to major contextual changes, alongside delivering routine strategic processes. (LEAD)
* Strategic and analytical skills: Ability to synthesise complex information, identify key issues and emerging trends, and solve policy/regulatory problems using insight from diverse sources and professions. (LEAD)
* Stakeholder engagement: Proven ability to build collaborative relationships with internal and external stakeholders, using strong influencing skills to secure outcomes.
* Energy expertise: Knowledge of the energy sector and an understanding of the transformation required to reach net zero.
* Teamwork: A positive, flexible, ‘can‑do’ approach, working effectively within a team and contributing to a sustainable, high‑performing environment.
* Delivery in fast‑paced environments: Experience managing multiple concurrent priorities and projects in a fast‑moving organisational setting.
