From Harm to Hope: A 10-year drug plan to reduce crime and save lives was published in 2021, following Dame Carol Black’s Independent Review of Drugs. As part of this and the 2021 Prison White Paper, MOJ and HMPPS have committed to:
"Introduce Health and Justice Partnership Coordinators in every probation region in England by 2024/25".
Many people in contact with the criminal justice system have increased substance misuse needs, mental health difficulties, and experience poorer health outcomes and premature deaths compared to the general population.
The Health and Justice Partnership Coordinator will work strategically to build connections between NHS partners, local authorities, commissioners, and treatment providers in the community and custody. The aim is to ensure clear pathways into treatment and other provisions for people in contact with the criminal justice system. The role will also focus on supporting access to appropriate treatment post-release, known as ‘continuity of care,’ and will promote the use of Community Sentence Treatment Requirements (CSTR), a key feature of the recent Sentencing Review.
The post holder will work regionally with strategic partners to reduce premature deaths under supervision and contribute to the regional suicide prevention plan. This role operates at a system level to improve health and wellbeing among people in contact with the CJS, addressing health-related drivers of offending, reducing health inequalities, and preventing drug and alcohol-related deaths.
Working as a Health and Justice Partnership Coordinator offers a unique and rewarding experience, emphasizing innovation and operational delivery. The postholder will collaborate with local partners and HMPPS policy leads to develop practices related to substance misuse and health-related release planning, designing processes for information sharing, and understanding health and substance misuse pathways.
Note: If we receive a high number of applications, candidates will be shortlisted based on their statement of suitability. This is a fixed-term post until March 2026 with potential for extension. We cannot guarantee continuation beyond the initial period.

Working Arrangements & Further Information
The MoJ offers Hybrid Working arrangements where feasible, blending working from home, MoJ sites, and base locations. Some roles may not be suitable for hybrid working. Arrangements will be discussed and agreed upon with successful candidates.
Successful candidates will be appointed to a MoJ office location, which may include Justice Collaboration Centres or Satellite Offices, to be discussed post pre-employment checks.
Terms and conditions are evolving due to Civil Service reform. New staff will be on the updated MoJ terms, while existing civil servants may transfer or remain on current terms.
Standard hours are 37 per week, excluding unpaid breaks. MoJ supports flexible, part-time, and job-sharing arrangements, subject to business needs.
