Interim Head of Housing Works
Based in South Coast, hybrid working
Length: 6 months
We are seeking to appoint an interim Head of Housing Works to lead the delivery of safe, high-quality, and sustainable homes for residents. The role will drive a significant transformation programme, reshaping services to improve outcomes for tenants while supporting the development of resilient and thriving communities across the city.
Key Responsibilities of the interim Head of Housing Works:
* Prioritise the performance and sustainability of the housing system while building relationships with leaders of the council to agree priorities and mutual strategy
* Use the housing drumbeat of governance to collaborate with SLT leaders to align priorities, allocate resources, remove blockers and manage escalated risks to drive week on week improvement
* Build a housing culture that empowers managers and staff to get to the root cause of problems, make space for collaboration, improvement across functions
* Ensure high quality services are delivered that comply with regulatory standards and budgetary constraints
* Ensure all work is delivered in line with statutory, regulatory, and technical requirements, including the Building Safety Act, Decent Homes Standard, Awaab’s Law, and all relevant health & safety and CDM regulations
* Support the design and rollout of effective data management systems and processes
* Clearly articulate delivery capacity, limitations, and trade-offs, using evidence to guide decisions and reduce reliance on unsustainable practices or reactive solutions
* Draw on customer feedback and delivery experience to strengthen how repairs, maintenance, and works are planned, sequenced, and delivered
* Produce an annual business plan for Housing Works, establish operational budgets, and collaborate with SLT colleagues to drive value for money while jointly owning decisions, priorities, and trade-offs
Skills, Experience and Knowledge required of the interim Head of Housing Works:
* CIH Level 5 qualification (or higher), or equivalent proven expertise and experience in housing
* Ongoing professional development within housing, particularly in health & safety, compliance, and leadership
* Strong working expertise in the Building Safety Act 2022 and the Regulator of Social Housing standards, including Decent Homes requirements
* Proven experience in commissioning services, including implementing digital job management, diagnostic, and reporting tools to enhance end-to-end service delivery
* Highly effective communication, negotiation, and influencing abilities, with the capability to work confidently within political settings and alongside partner organisations
* Desirable qualifications include Chartered Surveyor (MRICS/FRICS), NEBOSH National Certificate in Health and Safety or APM Project Management
