This role has a starting salary of £68,774 per annum, based on a 36-hour working week and offer hybrid working with an expectation that you will attend the office on average 2 days per week. This role is based at our Woodhatch Place office In Reigate.

About Us:
You will form part of the ATP management team which operates across a Surrey County Council, East Sussex County Council and Brighton and Hove City Council and leads the Surrey Project Delivery Team.
The Service Transition Manager manages the Service Transition and Change enablement teams consisting of 7 posts who manage the transitional governance of projects into a business as normal state, as well as overseeing the technical change governance for the IT&D service.
From refreshing the council's laptop estate and operating systems to delivering resident facing solutions supporting service like fostering, highways and our Fire and Rescue service. No project is the same and this role offers a unique prospective on local government, its services and how projects transition to a supported state once the project closes.
The role also oversees the technical changes across Brighton & Hove City Council, East Sussex County Council and Surrey County Council, with around 1300 changes logged in 2024.
In addition, you will also be responsible for the management of the Digital Skills team in Brighton and Hove City Council consisting of 5 posts and the IT & Digital training team in East Sussex consisting of 9 posts. The two teams provided dedicated training on Microsoft 365 as well as a wide range of business applications across the two councils.
You will work alongside and be part of a knowledgeable and skilled IT and Digital service spanning three councils who deliver award winning solutions and support the residents of Surry ensuring no one is left behind.
About the Role
The successful candidate will manage the Service Transition and Change Enablement team within the IT & Digital service spanning three council. They will also manage two dedicated training teams in Brighton & Hove City Council and East Sussex County Council. They will be accountable for maintaining the standards of IT & Digital governance and workforce development using frameworks such as ITIL and the continual improvement of the teams' professional standards.
As new technical change requests are received from across the broad range of IT services and teams, you will help assess the change scope and manage the associated risk throughout the change or transition life cycle.
You will act as a point of escalation for your team members, providing expert advice in the practice of Transition and Change Management and support the Project Management Office and Project Delivery teams in ensuring appropriate governance and standards are maintained.
You will be responsible for undertaking regular performance reviews of team members and producing and delivering a continual service improvement plan for the Service Transition, Change Enablement, Digital Skills and IT&D Training teams.

10. Lead and manage a group of staff across a function/service, or as a significant part of a wide function to ensure programmes of work are effectively delivered.
11. Plan, control and monitor allocation and use of allocated budget/resources/funding effectively to ensure maximum value is delivered.
12. Lead and promote critical governance controls within an IT service that manages the change and transition of technical elements / project and manages the associated risk.
13. Expert in ITIL Change Enablement, Release Management, Deployment Management & Service Validation and Testing.
14. Expert in Risk Management.
15. Ability to promote strong governance controls across an IT & Digital service.
16. Ability to support and manage IT & Digital Training Teams.
