4C are happy to be partnering up with Antrim & Newtownabbey Borough Council as they seek to appoint a Director of People & Organisational Transformation. The Director of People & Organisational Transformation will be a key member of the Corporate Leadership Team (CLT), reporting directly to the Chief Executive. The role combines full accountability for a diverse portfolio including HR & Organisational Development, ICT & Digital Services, and Customer Service with a strong mandate to provide strategic insight, drive high-performance culture, and act as the architect of a modernised workforce.
This is a senior leadership position that goes beyond traditional HR functions: the successful candidate will actively partner with the Chief Executive and the CLT to deliver excellence to residents, modernise internal systems, and support the long-term delivery of the Corporate and Community Plans. The Director of People & Organisational Transformation will be required to have the following skills and experience:
* 4 years’ senior management level experience in a strategic People and Organisational Transformation role to include:
o Providing effective leadership of a progressive HR/People Strategy.
o Leading a successful programme of change and transformation to develop people and corporate performance within budget.
o Experience of leading and managing the performance of a business unit/service of multi-disciplinary staff.
o Experience of developing highly effective working relationships and the ability to influence at Executive/ Board level.
o Experience of the interpretation of policy, legislation and data to influence strategy development and inform corporate decisions.
* Relevant degree or equivalent level qualification and CIPD professional membership (Chartered Member or Chartered Fellow status).
* Experience in managing and implementing the legislative framework governing the work of a public sector body.
