This post will sit in Customer Services, Operations and Archives Directorate, which delivers archive services to a wide range of customers and stakeholders both inside and outside of National Records for Scotland (NRS), and which provides information governance support, advice and guidance to the whole of NRS. This post has the senior professional leadership role in relation to governance of information, records and archives, engaging with, and providing both governance and support for NRS and the Scottish archive and recordkeeping community. The post fulfils the role of Senior Information Risk Owner (SIRO) for NRS, providing senior SME advice on information governance and legislation matters. It is responsible for the administration of the Public Records (Scotland) Act 2011 in relation to over 250 public authorities, Charge and Superintendence arrangements, and UK Archive Accreditation. This post also leads on engagement with record creators who do not deposit their records with NRS and with the wider archive and record keeping sector. It has the sponsorship role for the Scottish Council on Archives. Responsibilities • Provide senior SME guidance and advice to the CEO of NRS and to our Executive Management Team on information governance issues, the operation of the Public Records (Scotland) Act 2011, and on our leadership role within the archive and recordkeeping sector. • Chair the NRS Information Security Committee, providing assurance to the Executive Management Board and ensuring that information related risks and issues are monitored and escalated appropriately through our governance structure. • Lead and direct the development and delivery of our information risk, security and governance policies and procedures, to support the safe and appropriate use of our information assets, including ensuring that we are compliant with relevant information and records legislation and appropriate accreditation schemes. • Lead official for Freedom of Information and Data Protection matters across NRS, holding role of our Data Protection Officer and responsible for direct and regular liaison with UK and Scottish Information Commissioners on behalf of NRS. • Lead and direct the successful administration of the Public Records (Scotland) Act 2011, continuing to ensure continuous improvement in Scottish public sector recordkeeping. • Direct our involvement the UK Archive Accreditation Scheme and lead on sponsorship of the Scottish Council on Archives on behalf of Scottish Ministers under Section 23 of the National Heritage (Scotland) Act 1985 • Direct partnership with a variety of peer organisations, communities and other stakeholders in leading and supporting the Scottish archive sector, to ensure that Scotland’s wider national archive is created, preserved, and fully inclusive and representative of all Scotland’s citizens. • Lead and direct staff in a variety of grades and specialisms, including direct line management of two C1 posts, act as SRO on selected strategically important projects and support Director of Customer Operations and Collections as required. Responsibilities Qualifications A professional qualification or accreditation recognised by a UK KIM professional body in the area of, Archives, Information Governance or Records Management. Alternatively, chartered or equivalent status from an accredited body.
