Location: Derbyshire

Job Type: Fixed Term Contract (12 months)

We now seek a dynamic, ambitious individual to join our Delivery Team.


The Role

The Civils Manager is responsible for the planning, management and overseeing of our in-house Civils programme whilst driving the Civils delivery across our BDUK-funded fibre build projects within North Derbyshire. The role requires strong leadership to oversee Civil Operations supporting our fibre network deployment with the support of Civils Supervisors which you will be accountable for. This is a field based hands‑on leadership role suited to someone with strong telecoms civils experience and proven ability to lead and coordinate a strong civils team and programme to deliver builds on time and within budgets.

Must be based within a 60‑minute commute to Derbyshire sites, as accommodation will not be provided.


Key Responsibilities

Delivery & Programme

* Lead and manage internal civils delivery across multiple build projects ensuring alignment with overall company objectives and project timelines
* Oversee supervision of Civils operations including activities (but not limited to) Excavations, Trenching, Ducting, Core Drills, Chamber Builds, Reinstatements, TM set ups and associated works ensuring full compliance with safety and quality regulations
* Coordinate and collaborate with the Delivery Team, Supervisors and Civils Coordinators to produce strong permit programmes
* Liaise with local authorities, utilities, and other stakeholders to ensure smooth coordination and permit acquisition
* Ensuring Permit Compliance and FPN reductions
* Work closely with the Delivery Team to ensure designs are implemented correctly and efficiently
* Plan civils resources to meet programme demands
* Enforce accurate reporting documentation and completion of works
* Demonstrate strong forecasting and programme progress to higher management
* Support weekend and recovery working where required

Leadership & Team Management

* Line manage 2 Civils Supervisors, 10 gangs
* Lead, develop, and performance‑manage internal civils team
* Support training, competence, and progression pathways

Health, Safety & Quality

* Accountable for H&S compliance across all civils activities inc PPE
* Enforce and develop safety protocols to provide a safe and compliant working environment
* Ensure RAMS are suitable, approved, and adhered to
* Drive right‑first‑time quality and reinstatement standards
* Ensure all works comply with CDM regulations, NRSWA, SROH requirements and client quality standards
* Promote a strong SHEQ culture through the use of toolbox talk briefings and site safety reviews
* Lead incident investigations and corrective actions
* Identify Risks and delivery issues with clear communication and implement effective corrective actions and facilitating the use of RAID methodology
* Maintain audit‑ready documentation and for BDUK and internal governance

Supplier Management

* Manage and coordinate TM providers
* Manage and coordinate stock, Materials, tools


Required Experience & Skills

Essential

* Proven significant experience in a Civils Manager or similar leadership role within telecoms / utilities infrastructure.
* Strong scheduling and Organisational Skills
* Strong knowledge and understanding of:
* Streetworks Legislation and permitting (NRSWA, HAUC)
* Reinstatement standards (SROH)
* Civils construction methods and PIA
* Proven strong communication and decision‑making skills
* A proactive and solution‑focused approach to problem‑solving
* Strong working knowledge of H&S legislation and best practice
* Ability to manage multiple projects in parallel
* NRSWA Supervisor accreditation
* Full UK driving licence
* Must be based within 60 minutes drive to Derbyshire

Desirable

* Experience setting up or scaling an internal delivery function
* Experience working on BDUK-funded programmes
* SMSTS qualification
* Project Management accreditation
* NEBOSH accreditation
* Knowledge of BT Openreach specifications & documentation
* Knowledge of Physical Infrastructure Access (PIA)


Reporting Line

* Reports to: Senior Manager – Delivery
* Indirectly reports to: Programme Lead (Build Lead)
* Reportees: Civils Supervisors, Civil Operatives
