We have a new, key operational opportunity for an Estates Deputy Facilities Manager to join the team at Daresbury Laboratory. Through an established line management and supervisory structure you will have responsibility for the following facilities:
· Security (in-house)
· Logistics (in-house)
The Security and Logistics teams consist of approximately 14 staff.
You will also support the Estates Facilities Manager with the contract management of the following outsourced front-line services:
· Cleaning Services.
· Waste management.
· Fitness & wellbeing centre.
You will be responsible for supporting the Estates Facilities Manager with the budget management of a resource budget circa £1m per annum, with a typical annual capital/CAPEX allocation of up to £300k.
In addition to your day-to-day management responsibilities, you will:
· Act as the primary operational communication and management link between the tactical Estates Facilities Manager and the directly reporting operational supervisors and contractors.
· Oversee the day-to-day operational management of in-house and outsourced resources providing the security, logistics and cleaning services & waste services at DL via the established management and supervisory structure.
· Perform the designated role of deputy contract service manager and support the day-to-day contract management for cleaning services via the NEC 3 Term Service Contract, including the contract administration using the CEMAR software platform.
Through the established supervisory and team leader structure, oversee the:
o Security and integrity of the buildings, facilities and infrastructure in accordance with STFC and Government policies and procedures.
o Management of parking and traffic management on site, including the safe and controlled access, egress and movement of vehicles, and the maximum utilisation of parking capacity.
o Management of the receipt and dispatch of goods on site, including the associated administration and record-keeping.
o Provision of timely and accurate post, parcel and internal delivery systems.
o Compliant administration and processing of goods and services subject to the policies, regulations and practices imposed via HMRC.
o Contribute to the development of policies, plans, processes and procedures relating to facilities services at DL to maintain alignment with the emerging STFC Estate Strategy, whilst also ensuring compliance, value for money and service quality aligned to other STFC sites.
· Manage both the in-house and external staffing resources and services to ensure that quality, risk and cost are effectively monitored, controlled, reported and audited.
· Network and benchmark within and beyond STFC to identify and progress opportunities to improve the quality of the services, the management of risk, and the achievement of value for money.
· Actively engage customers – identifying their current and future service needs, assessing current resource capability, and translating into service enhancement proposals
· Provide timely and accurate management information (MI) and data for inclusion in scheduled and ad-hoc management reports.
· Effectively manage the facilities services resource budget on a day-to-day basis - providing timely and accurate year-end forecasts and risk analysis for the Estates Facilities Manager.
· Support the development of business cases and service/product specifications to prioritise and secure additional capital funding to improve the stakeholder experience, reduce operating costs, minimize carbon emissions and mitigate risk.
· Actively contribute to the procurement process for new contracts, products and services, relating to facilities services – supported by the Estates Facilities Manager, external advisors, UKRI Procurement and UKSBS as required.
· Review and monitor the training and development requirements within the facilities services teams – creating greater opportunities, and promoting continual professional development and professional accreditation where appropriate.
· Identify projects, processes and systems to further embed environmental sustainability and carbon reduction within all activities and operations relating to service provision.
· Ensure the completion of operational risk assessments and standard operating procedures (SOP) for all facilities services - ensuring the engagement of those staff affected by these to ensure full mobilisation.
· Plan for succession and business continuity, including the structured development of those reporting directly to you, ensuring that they are capable of deputizing in your absence, and that they are able to maximize their career opportunities.
· Deputise for the Estates Facilities Manager in their absence – including chairing and attending committees and meetings as required.
· This role includes the requirement to respond to business continuity incident which may occur during out of hour’s periods.
· Role model agreed positive values, attitude and behaviour to help embed and further develop a positive customer-centric culture within DL Estates Services.
Essential Shortlisting Criteria:
You will have a level of education equivalent to HND/NVQ Level 5, or Facilities Management or other relevant discipline, or senior supervisory/managerial experience in a facilities management role. Along with:
· NVQ/City Guilds Level 2 Customer Services
· IOSH Managing Safely
· Management Contract
· Degree in Facilities Management or other relevant discipline
· NEBOSH General Certificate
· Institute of Leadership and Management Level 3 or Level 5
· NEC4 - Introduction to the NEC4 Facilities
