The Senior ITO Construction SME (M&E) supports the ITO Construction Leader by providing subject matter expertise in construction methods, sequencing and practical field constraints.
This role contributes directly to the success of the tendering process by ensuring technical robustness, realism and constructability in bid submissions.
You will bring hand's on experience from project delivery to influence construction execution strategies, resource estimation and interface planning.
You will also play a vital role in capturing lessons learned and embedding best practices into front end planning, to ensure that the constriction operations can meet the company SQDC (Safety, Quality, Delivery and Cost) objectives.
Job Description
Main tasks are the following:
Scope During ITO
* Contribution construction expertise in the domain of M&E for tender submission.
* Conduct constructability reviews and participate in HAZCONS, layout reviews, access planning and construction feasibility.
* Support site layout planning, temporary works arrangements, access logistics and equipment placement strategies.
* Support in the clause-by-clause review of client provided information to confirm all tender requirements are captured, mitigated and/or rejected.
* Support to ensure a gap analysis is undertaken against client requirement specification with regards to M&E installation in any subsequent subcontractor RFQ’s.
* Validate that engineering deliverables can be safely and efficiently constructed within the site constraints.
* Review and validate BOQ provided from engineering.
* Confirm site durations and shift patterns based on project execution plans.
* Responsible for development of installation unit rates for each and all electrical commodity activities including direct and indirect scopes, i.e. embeds, underground duct banks - conduits, above ground raceways and supports, cable installations, cable termination installations, electrical equipment i.e. gear, panels, transformers, high voltage switchyard components, DC valves, lighting, grounding, fire detection, etc.
* Provide mechanical and electrical installation cost (direct/indirect) to project controls for use in ITO estimate tools.
* Support development and capture of preliminaries and indirect construction costs such as scaffolding, temporary facilities and supervision overheads.
* Support and provide estimation of site labour, supervision and management resource requirements.
* Provide input to productivity norms, installation rates and methodology assumptions.
* Collaborate with sourcing and engineering to align supplier scopes with construction constraints.
* Identify and flag construction related risks and dependencies for inclusion in the bid risk register.
* Participate in the tender clarification responses, customer engagement sessions and internal gate reviews.
* Draft or contribute to sections of the overall construction execution plan and methodology descriptions, incorporating site-specific phasing, logistics and access strategies.
Scope During OTR
* Provide summary notes and key construction assumptions for handover to execution teams.
* Ensure clear transfer of Construction risks, temporary works, resourcing commitments to OTR.
* Capture lessons learned from OTR projects and embed feedback into cost norms and execution strategies for future opportunities.
Network & Links
Internal: Project proposal manager/director, Regional C&C Leader, ITO Region Construction Leader, NSE Construction Leader, NSE Commissioning Leader.
External: clients, electrical & mechanical subcontractors, electrical suppliers.
Major Responsibilities:
Health and Safety:
* Demonstrate EHS leadership, ensure the application of GEV’s EHS Policy and procedures in all site activities and ensure STOP WORK POLICY is implemented within the team
* Reward and encourage proactive steps toward all matters related to EHS in the workplace.
* Participates in EHS Gemba walks and lead EHS improvement initiatives across the portfolio of Construction sites across the region
* Evaluate OTR EHS risks and implement practical measures within the ITO strategies and plans.
* Sets an example by demonstrating the proper acts and actively observing work conditions and behaviours, giving immediate & constructive feedback, and celebrating achievements and/or safe behaviours.
* Actively and routinely promotes the identification of hazards and near misses to their teams
* Actively participates in defining corrective actions when work is unsafe or when an uncontrolled risk is observed.
Quality:
* Ensure Compliance with Region and Global Construction quality Processes and incorporate into the ITO estimates.
* Ensure robust reporting of any ITO non-conformances and process in a timely manner and support to resolve
* Ensure process are in place to capture and collect of key information from OTR teams for preparation of Lessons Learned for capitalisation on future opportunities
* Initiates and participates in improvement actions on Construction processes, tools, and documents.
* Identify areas of improvement in ITO Construction operating procedures and tools
Key performance indicator management and reporting:
* ITO M&E Progress against bid timeline
* Timely submission of SME inputs required inputs to bid timeline
* Attendance at Gate reviews, Hazcons etc
* Timely Submission of required Inputs
* Lessons Learnt application and inclusion (captured and published)
Skills / Qualifications:
* Technical qualification in construction or engineering preferred but not essential.
* Exceptional technical knowledge of construction methodologies and productivity norms within their specific field.
* Skilled in labour and cost estimating principles, including site prelims.
* Knowledge of reading electrical drawings and experienced in the coordination of other commodities that interface with electrical designs and installations in clear interface with electrical, civil and mechanical scopes.
* Familiar with Tendering Operating Rhythm and Risk Evaluation.
* Be able to knowledge share and coach others.
* Comfortable using Excel, estimating tools and navigating numerous project documents.
* Ability to communicate effectively, and to accurately and concisely report both verbally and in writing. Proficiency in ENGLISH mandatory. However, additional language proficiency in European languages will be an added advantage.
Experience:
* Extensive and demonstrated years of experience of Mechanical and Electrical installation activities.
* Experience in roles such as Site Management, Construction Management and Estimator.
* Be knowledgeable on international standards and 'best practice' in relation to construction.
* Be knowledgeable on environmental legislation and good industry practice in relation to construction works.
* Be knowledgeable on the key applicable standards and specifications associated with electrical works construction applicable for countries in the region.
* Some experience in offshore platforms E&I works will be an added advantage.
* May be required to travel to various project sites across the region.
* Ability to work remotely but integrate with the GEV’s GSI wider team.
* IT proficiency including collaborative platforms & tools.
Previous experience in the installation and commissioning of key elements of the project including:
* HV substation equipment.
* Control & Protection system.
* Commissioning.
