Description Closing date: 2 November 2025 11:59PM Salary: £27,747 - £31,296 ▪ Grade: 4 The Counter Terrorism Policing (CTP) network stretches across the UK. We work alongside our partners to help protect the public and our national security by preventing, deterring and investigating terrorist activity. Our Business Services Department supports the operational delivery of CT policing across the wider West Midlands region through our People, Facilities and Finance teams. As a Facilities and Estates Cleaning Officer on our Facilities team, you’ll operate at the heart of our estate delivering an efficient and effective facilities management service. You’ll use your excellent customer service, communication and organisational skills to provide a comprehensive service to the West Midlands Counter Terrorism Unit - often working on your own initiative, prioritising tasks, and ensuring accuracy to deliver against targets. You’ll be based at our modern offices near to Birmingham Airport, but you’ll travel to a number of sites across our estate as necessary. You’ll work 36.5 hours a week, Monday to Friday, with a range of flexible working patterns available ranging between 7am until 6pm, but an element of flexibility is needed to meet business needs. Due to the nature of the role, you'll be required to participate in an out-of-hours on-call roster (approximately one week in five) for which an additional on-call allowance is paid (equivalent to £325 per week whilst on call). You’ll also need a full driving licence and your own car (for which mileage allowance is paid) and be willing to undertake a police proficiency driving evaluation as you’ll sometimes need to drive police vehicles to various sites in and around Birmingham. The Role Supervising a small team of cleaners, you will oversee the efficient and effective cleaning of the estate, ensuring a high standard of cleanliness and hygiene in all areas including offices, washrooms, welfare areas and custody suites. You will organise cleaning schedules and maintain cleaning stock through placing orders and regular stocktakes. You will also ensure that all cleaning equipment is well maintained and report or replace any faulty equipment. You'll also work as part of the wider Facilities team to ensure delivery against Key Performance Indicators across a range of services. This will include providing physical assessment of urgent repairs and arranging for approved contractor attendance, whilst maintaining accurate administrative records. You may be required to accompany contractors to assess issues around the buildings including on the flat roofs. You will have access to a Force Surveyor for any technical assistance and advice. Responsibilities To supervise a small team of cleaners to oversee the efficient and effective cleaning and maintenance of the estate (including offices, washrooms, welfare areas and custody suites). Ensure cleaning stock levels are maintained across the estate through ordering supplies and regular stocktake and auditing. Coordinate all reactive and planned maintenance and servicing by contractors, attending to assess any reactive requests that are submitted before raising with the relevant contractors and ensuring compliance with all building statutory regulations. To update and record reactive & planned maintenance estate issues on the team tracker and provide updates. Liaise with relevant stake holders to coordinate the effects of planned and reactive works on the wider business as usual processes across the estate. Ensure all contractors attending site hold the appropriate clearance levels in line with site security requirements. Action multi-channel customer enquiries in a professional and timely manner within agreed service levels (SLA’s). Undertake general administrative responsibilities to ensure physical site security requirements are upheld (e.g. issuing and removing security fobs, escorting of contractors). Compile contractor quotes for review and approval by supervision. Oversee the receipting and processing of invoices for completed works, supplies and deliveries. Provide guidance and support to other members of the team as necessary. Any other duties commensurate with the role. Skills and Competencies Essential Excellent communication and interpersonal skills with the ability to deal with people at all levels inside and outside of the organisation. Ability to use initiative and work with minimal referral, making decisions alone and escalating where appropriate. Experience of maintaining electronic filing systems or records and working to a high level of detail and accuracy. Excellent organisation skills with the ability to plan multiple tasks and project works. Willingness to work as part of an on-call roster system with other members of the team (covering evening/night and weekend periods) and to use your own vehicle for callouts as necessary. Ability to work in a busy and pressurised environment, prioritising tasks and managing conflicting deadlines. Ability to comply with requirements to drive the police vehicle fleet (this includes a full clean UK driving licence, eye sight test, on-line highway code assessment). Proven competency in Microsoft applications (Word, Excel, PowerPoint). Desirable Experience of working as a supervisor or managing a team. Experience of working in a similar role in a multi-site facilities management environment. Working knowledge of Health and Safety regulations. Working knowledge of M&E and Building Management Systems. Working knowledge of Oracle systems. Please note these are desirable skills and can be taught on the job Security Clearance ⚠ This role requires British Nationality (some dual nationalities may be ineligible) and a Security Check vetting clearance. You will need to undergo additional security clearance checks, with the offer of employment being conditional on obtaining all of the necessary security clearances. There are limitations on travelling to a small number of countries once in post.
