Who we are?
Welcome to Projects Group, part of Transport for Greater Manchester (TfGM) - We are responsible for ensuring the organisation has firm foundations to successfully develop and deliver a large, complex and technically diverse portfolio of capital and revenue projects and programmes across Greater Manchester - on time, within budget and with the customer at the heart of what we do!!
Our extensive portfolio of projects and programmes covers a significant number of areas within the different modes of transport infrastructure throughout Greater Manchester including Bus infrastructure, Metrolink (light rail), Rail, Electrification, Interchanges, Zero Emissions, Clean Air, Active Travel and Business Change just to name a few!
About the role?
Over the coming months, we will have several exciting Senior Management opportunities coming up and we are looking for experienced Projects and Programme Managers who are up for a challenge and ready to help us deliver significant change and successful project and programme delivery.
Working as part of our Management Team, you will be able to work at both a strategic and operational delivery level within a Project environment. You will possess strong leadership and people management skills; with the ability to contribute to the achievement of delivering our challenging and emerging strategic priorities in an ever-changing environment.
You will be passionate about developing and delivering a diverse variety of exciting and technically challenging projects and programmes, safely, to time and budget, which meets the needs of our customers and stakeholders.
In addition, you will effectively contribute to the management and leadership of the Projects Group function and the wider organisation, supporting the development and implementation of change initiatives and promoting a culture of continuous improvement.
What we need from you?

The ideal candidate will possess the following essential skills, knowledge and experience across several key areas including project and programme management, industry specific technical requirements and/ or practical work experience; this includes
* You will have considerable experience in a senior leadership role involving the planning and management of staff and work programmes.
* You will have a strong background and breadth of experience in a project/ programme management role, within a transport or public sector environment.
* You will have demonstrable extensive experience of leading multi-disciplinary project teams, including consultants, Local Authorities and contractors, with good problem solving and negotiation skills to meet funding and schedule targets.
* You will be a strong communicator with excellent interpersonal skills and evidence of being able to build strong, effective and meaningful stakeholder relationships; with the ability to successfully engage with and influence stakeholders and partners at varying levels including political, professional and public audiences.
* You will also have strong management, negotiating, analytical and problem-solving skills, with the ability to interpret complex data, both text and numerical, whilst working to tight deadlines and meeting funding and operational targets.
* You will have sound financial acumen with the ability to manage budgets assigned to you.
In addition to the above essential criteria, please outline within your application how you meet the following specific experience and/ or technical skills and knowledge relating to each role
Infrastructure Pipeline
* You will have extensive experience of delivering large Business Change programmes and be able to undertake independent service reviews/ options appraisals that help inform and shape the strategic direction of the organisation.
* You will have demonstrable experience of leading and successfully implementing continuous improvement initiatives that also require significant organisational culture change.
Light Rail (Metrolink)
* You will have extensive experience of delivering renewals / enhancements / new build within a rail environment.
* You will have a detailed understanding and experience of contract management activities, utilising the NEC 3/4 contract framework and working knowledge of duties under the CDM 2015 Regulations.
What we can offer you?
These are permanent roles with a salary of £70,906-£79,805 per annum depending on skills and experience.

* Significant demonstrable knowledge and experience (5 or more years) of working at a senior level in a Project/ Programme Management role; working on the development & delivery of rail, light rail (Metrolink) and / or Business Change programmes.
* Extensive contract management experience (e.g. NEC 3/4, procurement management) in a rail, light rail and/ or change management environment and ensuring contract compliance.
* Proven experience of positively leading high performing, multi-disciplinary teams to deliver complex rail, light rail and/or change projects and driving continuous improvement.
* Excellent interpersonal skills with proven experience to build and manage relationships across a wide stakeholder group including evidence of resolution of issues/challenges
