The Role

We are seeking an experienced Specialist Surfacing Manager to oversee and manage carriageway and footway surfacing projects from planning to completion. You will lead a team of skilled internal operatives and external sub-contractors ensuring works are delivered on time, within budget, and to the highest standards of quality and safety.

Key Responsibilities

* Manage day-to-day carriageway and footway surfacing operations, ensuring compliance with health, safety, and environmental standards.
* Plan, coordinate, and oversee highway surfacing works across multiple projects including the provision of footway surface treatments, carriageway micro asphalt, surface dressing and any associated preparatory works.
* Liaison with all parties in the delivery of the specialist surfacing programme including contractors and sun-contractors, traffic management companies and internally with procurement, network management, finance and highway operations.
* Lead, motivate, and support surfacing teams to deliver exceptional results.
* Liaise with clients, contractors, and stakeholders to ensure clear communication and project success.
* Monitor progress, costs, and quality, reporting regularly to senior management.
* Drive continuous improvement, adopting innovative surfacing techniques and sustainable practices.

ABOUT YOU

You will:

* Possess a Higher National Certificate in Civil Engineering or equivalent in a related discipline.
* Have experience in the application of Health and Safety legislation and procedures on highways sites including compliance with CDM regulations.
* Have experience in carriageway and footway surfacing management.
* Have strong leadership and people management skills.
* Have excellent technical knowledge of surfacing techniques, materials, and equipment.
* A proven ability to manage budgets, schedules, and multiple priorities.
* Have excellent communication and stakeholder management skills.
* Possess a full UK driving licence (or equivalent).

HYBRID WORKING

Durham County Council currently operates a hybrid working policy where a model of 2 days in the workplace and 3 days at home/remote will apply. This model is pro-rated for part time roles and arrangements are at managers discretion, alternatively you can work all of your contracted hours within the workplace if you prefer.
