Overview
The role involves working within a team of fire safety advisors to support University Hospitals of Liverpool Group in meeting statutory and regulatory duties under the Regulatory Reform (Fire Safety) Order 2005 and the HTM 05 series (HTM-05-01, HTM-05-02, HTM-05-03). The post holder interprets complex legislation, statutory regulation and approved codes of practice to advise and direct fire safety across the organisation, establishing a suitable and sufficient fire safety management system.
Key responsibilities
* Conduct Fire Risk Assessments and develop associated action plans.
* Arrange and lead annual fire drills, evacuation drills and fire safety training.
* Deliver fire safety assurance inspections.
* Investigate fire alarms, fires and incidents; prepare and submit reports.
* Liaise with local fire service, management and staff to provide expert fire safety advice.
* Support review and implementation of fire safety policy and related documentation.
* Communicate fire safety information to all staff and advise local management on technical matters.
* Provide reports for Trust meetings and attend relevant meetings.
Requirements
* Fire safety degree or extensive practical experience plus national training (e.g., Specialist Fire Safety Course at FS College).
* Specialist Fire Safety Inspecting Officers Course at Fire Service College.
* Training in Healthcare Fire Safety and Fire Investigation course at Fire Service College.
* Member of a professional organisation such as IFE.
* Registered as a fire risk assessor with a recognised accredited body.
* Experience operating at senior management level and influencing change.
* Strong verbal and written communication skills.
* Highly developed negotiation and influencing skills.
* Ability to analyse complex problems, identify actions and make recommendations that are implemented.
* Computer literacy and proficiency with Microsoft Office.
* Ability to work in a changing environment, prioritise and manage a varied workload.
* Good team player, self‑motivated, proactive problem‑solving, resilient.
* Physical ability to walk for prolonged periods and work in remote or challenging areas.
* Presentable appearance and respect for patient dignity and privacy.
Desirable criteria
* Knowledge of fire modelling and risk management techniques.
* NEBOSH or similar Health & Safety qualification.
* Experience preparing and delivering training and surveys.
* Subject‑matter expertise in HTM Firecode, Building Regulations and fire safety legislation.
Legal and compliance
The post is subject to the Rehabilitation of Offenders Act 1974 (Exceptions) Order 1975 (Amendment) (England and Wales) Order 2020. A DBS check is required. Applicants must be 18 or older.
